From Antigua to Moscow: Part 1

In April 1989, Jose Gonzales Rodriguez Gacha, a leader of the infamous Medellin cocaine cartel, died during a shoot-out with a US-Colombian law enforcement team. Colombian authorities later seized 178 new Gallil assault rifles during searches of the drug lord’s ranches. The weapons, manufactured in Israel, were reportedly part of a shipment of 500 rifles and 200,000 rounds of ammunition (legitimately) sold by Israeli Military Industries (IMI) to the government of Antigua in 1988.

Nevertheless, a 1991 U.S. Senate staff study concluded that British and Israeli mercenaries had provided paramilitary assistance to Colombian drug-trafficking organizations from 1988-1989. In addition, a large shipment of Israeli arms sent to Colombian traffickers was arranged and financed with the aid of three former Israeli military officials who laundered payments via a Panamanian bank. The Israeli group was led by Yair G. Klein, a retired IDF officer (lieutenant colonel) who headed a security firm known as Spearhead.

During the 1980's, Yair Klein engaged in negotiations with various officials to establish a survival academy in Antigua. Although the school never opened, Klein was able to exploit his contacts to facilitate arms trafficking. Indeed, the academy was slated to train Colombian cadres as well as Antiguan agents.

BAE Spider Robot

BAE Systems will lead a team of scientists that will develop miniature robots to improve military situational awareness. The company signed a $38 million agreement with the U.S. Army Research Laboratory to lead an alliance of researchers and scientists from the Army, academia and industry.

The Micro Autonomous Systems and Technology (MAST) Collaborative Technology Alliance will research and develop advanced robotic equipment for use in urban environments and complex terrain, such as mountains and caves. The alliance will create an autonomous, multifunctional collection of miniature intelligence-gathering robots that can operate in places too inaccessible or dangerous for humans.

MAST will advance fundamental science and technology for future robotic systems in several key areas, including small-scale aeromechanics and ambulation; propulsion; sensing, processing and communications; navigation and control; microdevices and integration; platform packaging; and systems architectures.

Bethlehem Weapons Sweep

PA Intelligence security officials seize a stockpile of weapons and explosives belonging to a Hamas cell in the West Bank city of Bethlehem. The weapons cache included 250/300 millimeter machineguns, Kalashnikovs, M1 rifles, old English rifles, land mines, dumdum bullets, chemicals for manufacturing explosives, silencers, military uniforms and helmets.

Israeli F16 Back in Action

"The F16I (Sufa) airplanes are returning to active flying after it was proved that risk to the air crew members is extremely low. A thorough check that included all Sufa airplanes has discovered that only in seven planes the level of formaldehyde was higher than the international standard. In these planes there will be no future flights. In addition, a sample of all kinds of airplanes was checked and no similar problem was discovered.

Regarding the exposure of Sufa members to the formaldehyde material, it was discovered that risk is extremely low. In part of the airplanes special filters were installed for inspection. The working teams will continue their work to prompt the findings of the phenomenon causes and search for a long term solution."

Raytheon Satellite Upgrade

Raytheon Company wins a $86.7 million contract to produce and install upgrade kits for the Army's Secure Mobile Anti-jam Reliable Tactical Terminal, or SMART-T.

The upgrades will be installed on joint and international terminals for the U.S. Army, Air Force and Marine Corps as well as for Canada and the Netherlands.

The Advanced Extremely High Frequency kits expand by a factor of four times the data rate of existing SMART-T systems. The Army's SMART-T was the first AEHF system to go into production with the proven capability to communicate with the next generation of AEHF communications satellites. AEHF is the Department of Defense's primary system to provide highly protected satellite communications through 2020.

Raytheon's SMART-T software has been the genesis for other critical programs including the company's solution for the Navy's Multiband Terminal and the Air Force's production of the Minuteman Minimum Essential Emergency Communications Network program upgrade. It provides the services with essential, joint-interoperable capability for legacy EHF and future AEHF communications.

Amos 3 Launched

Israel successfully launches the Amos 3 communications satellite (manufactured by IAI) from Kazakhstan. The satellite, which joins the orbiting Amos 1 and 2, will provide high-quality broadcasting and communications services to Europe, the Middle East and the East Coast of the United States. Amos 3 has an expected operating life of 18 years and carries a 250 kg. payload.

Combat Drills Increase

A 33% rise is recorded in the number of drills held in the IDF Ground Force Training Center.

Tactical Training Commander in the Ground Force Training Center, Colonel Erez Weiner: "After the Second Lebanon War the army designated greater funding for drills by reservists...What is special about the Center is the technological means used to study our training capabilities. Working with civilian systems we can survey the drills from start to finish...We are implementing a number of findings from the Second Lebanon War...With that in mind we are focusing on joint exercises between different units which naturally make it more complicated but also simulates real field combat situations."

Brotherhood Collusion

Egypt charges two Muslim Brotherhood leaders, two Sinai Bedouins and a Palestinian with plotting a terrorist attack in conjunction with Hamas.

Brotherhood leaders Abdel-Hai al-Faramawy, a professor at Cairo's Al-Azhar university, and Mohammed Wahdan are charged with paying the equivalent of US$3,600 (€2,300) to two Bedouins to buy 30 jerry cans of fuel, spare parts and a remote control for an unmanned aircraft. Hamas was reportedly planning to build the UAV to target US and Israeli interests as well as Palestinian factions.

Note: Hamas has previously attempted to load remote-controlled airplanes with explosives for attacks against Israeli targets.

Khalid Mash'al, Hamas: "It is normal for any resistance that operates in its people's interest...to sometimes escalate, other times retreat a bit...The battle is to be run this way and Hamas is known for that. Secure Mil Comm System

BAE Systems is slated to develop an "intrinsically secure" mobile military communications network designed to protect against cyber attacks. The company will develop and test network protocols that support the integrity, availability, reliability, confidentiality, and safety of network communications and data.

The $8.5 million contract, awarded through the Defense Advanced Research Projects Agency’s Intrinsically Assurable Mobile Ad hoc Network (IAMANET) program, targets the security challenges of mobile ad hoc networks. Such networks are particularly susceptible to passive analysis and manipulation by adversaries. IAMANET will immunize networks against traditional cyber attacks such as protocol exploits, denial of service, data exfiltration, and propagation of worms.

Two Israelis Killed

Two Israeli security guards are shot dead at the Nitzanei Shalom industrial zone, near the West Bank city of Tul Karm. Security officials suspect that an Islamic Jihad terrorist infiltrated the industrial zone and opened fire at close range.

An IDF Spokeswoman: "A Palestinian shot dead two guards at the security-check area at the entrance to the industrial zone...We are treating this as a terrorist attack. It may have come from the outside, but there are also hundreds of Palestinians who work at Nitzanei Oz."

Fatah, Islamic Jihad and Hamas claim joint responsibility for the attack.

"At 5.15 am at dawn on Friday one of the resistance fighters was able to reach get into the location disguised as a woman. He went from near Tulkarem to the region of Nitzanei Shalom, which is the industrial zone located between the territory of Tulkarem and the lands of 1948. He then changed into a worker's uniform and went to the area at 7.17 am at the same time as Palestinian workers enter the factories. The Palestinian youth that shot the guards was slightly injured but managed to escape safely."

Qatar to Launch Nuke Plant

Qatar is slated to launch a nuclear plant. The country has decided to send experts to attend a meeting of the International Atomic Energy Agency (IAEA) to be held in Vienna next month to discuss the guidelines for constructing a nuclear plant. It should be noted that Qatar has already developed the necessary infrastructure to effectively respond to emergencies related to the launch of a nuclear plant.

Syrian Nuclear Reactor

"Until Sept. 6, 2007, the Syrian regime was building a covert nuclear reactor in its eastern desert capable of producing plutonium. We are convinced, based on a variety of information, that North Korea assisted Syria's covert nuclear activities. We have good reason to believe that reactor, which was damaged beyond repair on Sept. 6 of last year, was not intended for peaceful purposes.

Carefully hidden from view, the reactor was not configured for such purposes. In defiance of its international obligations, Syria did not inform the International Atomic Energy Agency (IAEA) of the construction of the reactor, and, after it was destroyed, the regime moved quickly to bury evidence of its existence. This cover-up only served to reinforce our confidence that this reactor was not intended for peaceful activities.

We are briefing the IAEA on this intelligence. The Syrian regime must come clean before the world regarding its illicit nuclear activities. The Syrian regime supports terrorism, takes action that destabilizes Lebanon, allows the transit of some foreign fighters into Iraq, and represses its own people. If Syria wants better relations with the international community, it should put an end to these activities."

Amos 3: Launch Pending

Media reports indicate that IAI is slated to launch the AMOS-3 communication satellite for the SpaceCom Company.

AMOS-3 is intended to be co-located with AMOS-1 & AMOS-2, and to provide similar services and direct Internet link with the east cost of the United State (three beams). AMOS-3, with a steering antenna in Ku and Ka bands and 15 active high power transponders, will weigh about 1500 kg at launch.

Golan Referendum

The Knesset House Committee is scheduled to convene after the parliament's spring recess to advance a bill requiring a national referendum before any concessions are made to Syria in the Golan Heights.

House Committee chairman David Tal: "We have to prevent political thievery that would result in abdicating the Golan...Withdrawing from the Golan would result in Hizballah terrorists entering the area and embittering the lives of the residents of northern Israel."

Sean Osborne: "A massive Syrian preemptive missile-borne chemical warfare assault against Israel is the most significant near-term impetus for a regional war. This would clearly be a war of unimaginable consequences. April 24, 2008:

Iranians Detained in Iraq

Coalition forces kill four Iranian-trained "special groups" criminals and detain five other suspected criminals in Rashidiyah, Iraq, north of Baghdad.

Intelligence sources led the forces to the location of a criminal suspected of receiving weapons and finances from Iran. He also is suspected of directing and conducting kidnappings and sectarian violence against Iraqi citizens.

Despite receiving sporadic small-arms fire attacks, coalition forces apprehended the suspected criminal and three other suspects. As the forces approached a second location to apprehend another suspected criminal, they came under small-arms fire from both sides of the road and returned fire, killing one criminal.

After arriving at the targeted individual's location, the forces again came under small-arms fire from three criminals atop a local residence. Coalition forces followed the three individuals to a home in the neighborhood then came under attack from the criminals inside the house. They engaged the hostile threat, killing the three criminals. The engagement ignited a fire in the house, but coalition forces were able to evacuate residents from the building unharmed.

BAE-Jordan FMTV Deal

BAE Systems is awarded a $6 million contract from the U.S. Army for a Foreign Military Sale of Family of Medium Tactical Vehicles (FMTV) destined for Jordan. This is the third order for Jordan in the last four years, bringing the total value to over $16 million.

The FMTV is available in 18 variants with payloads ranging from 2 to 16.5 metric tons. The FMTV features cargo hauling to include weapon systems, soldier transport, vehicle recovery, and more. The FMTV can also be equipped with armor to protect crew and up to a squad of soldiers in certain variants.

More than 48,000 FMTV trucks and trailers are in service around the world with the U.S. Army and U.S. allies. The commonality of parts among the FMTV includes shared engines, transmissions, power trains, tires and cabs.

The Fatah-affiliated Yasser Arafat bloc wins student senate elections at Birzeit University (near Ramallah). Fatah won 25 seats while the Hamas-affiliated Al-Wafa bloc clinched 19 seats. The PFLP secured five seats, while Islamic Jihad garnered one seat.

UNIFIL Retreats

Hizbullah operatives reportedly forced UNIFIL inspectors in south Lebanon (who identified a truck carrying arms belonging to the guerrilla group) to leave the area. The incident marks the first time UNIFIL troops confirmed the presence of Hizballah terrorists south of the Litani River -- in violation of UN Security Council Resolution 1701.

Boeing-DARPA Vulture Deal

Boeing is awarded a $3.8 million Defense Advanced Research Projects Agency (DARPA) contract for Phase 1 of the Vulture air vehicle program, an effort to create a new category of ultra-long-endurance aircraft.

DARPA's Vulture program calls for developing technologies and ultimately a vehicle that can deliver and maintain an airborne payload on station for an uninterrupted period of more than five years using a fixed-wing aircraft. Boeing is teaming with United Kingdom-based QinetiQ Ltd. for the program. QinetiQ is currently flying and testing a solar-powered, high-altitude, long-endurance unmanned aerial system for the U.K. Ministry of Defense and the U.S. Department of Defense under the Zephyr Joint Capabilities Technology Demonstration. QinetiQ's role will be to leverage the technologies developed and demonstrated in Zephyr for the DARPA Vulture program.

The Vulture vehicle's goal is to be capable of carrying a 1,000-pound, 5-kilowatt payload and have a 99 percent probability of maintaining its on-station position. The project is a collaborative effort led by Integrated Defense Systems (IDS) Advanced Systems, working with Boeing Phantom Works, Boeing Spectrolab and IDS Space and Intelligence Systems.

UAE Foreign Minister HH Sheikh Abdulla bin Zayed Al-Nahyan and US Secretary of State Condoleezza Rice sign a Memorandum of Understanding (MoU) on cooperation in peaceful uses of nuclear energy.

Sheikh Abdullah: "The UAE-US MoU represents an excellent example of cooperation the UAE hopes to forge with responsible nuclear supplier states in the area of peaceful nuclear energy. Erez Attack Thwarted

The IAF targets three Palestinian terrorists spotted approaching the perimeter fence on their way to the Erez terminal. Givati Brigade soldiers then open fire. IDF forces recover anti-tank missiles, rifles and grenades.

In addition, Givati Brigade soldiers operating in Beit Hanun kill two Hamas terrorists. Two Palestinians are killed in separate air strikes in Rafah and Beit Hanun.

April 22, 2008:

Nuke Supplies Halted

Azerbaijan halts a Russian shipment of equipment intended for Iran's Bushehr nuclear power plant. The Russian state-run company Atomstroiexport notes that one or two trucks carrying the equipment were stopped two weeks ago at the town of Astara, along the Azerbaijani-Iranian border.

Azerbaijani Foreign Ministry spokesman Khazar Ibragim: "Considering the sensitivity of the situation, we need to know all the details in order to know whether the shipment falls under UN sanctions..."

Raytheon Company receives a $241 million U.S. Foreign Military Sales contract to provide the Republic of Korea with command and control, communications, maintenance support, and training equipment for the Patriot air and missile defense system.

Raytheon Integrated Defense Systems (IDS) is the prime contractor for the Patriot system and the integration of all variants of the system. The capability delivered will provide improved air and missile defense for South Korea.

Pakistan test-fires the Shaheen II during a field exercise. The nuclear-capable Shaheen II, also known as the Hatf VI, is reportedly capable of a 2,000 kilometers (1,200 mile) range.

Sanctions Breach

British investigators identify a number of UK arms dealers trading with Tehran.

A UK businessman was caught smuggling components for use in guided missiles via an Iranian MoD front company. Several other Britons attempted to export components for Iranian aircraft. In addition, a British millionaire arms dealer was caught trading machine-guns used by the SAS (800 rounds per minute) with a Tehran-based weapons supplier.

- The IAF targets a suspicious vehicle near the Kerem Shalom Crossing. Palestinian officials claim that a (Hamas) mechanic was killed and four others injured.

- An Israel Defense Forces spokeswoman notes that an IAF aircraft fired a missile at a terrorist cell identified approaching the Gaza Strip perimeter fence. The terrorists were apprently on their way to launch rockets at Israel. Four terrorists are killed in the strike.

Kerem Shalom Attack

Two IDF soldiers are moderately wounded and 11 others lightly injured when a Hamas terrorist cell detonates a car bomb at the Kerem Shalom Crossing along the southern Gaza Strip perimeter fence. IDF forces engage the terrorist cell, which was attempting to infiltrate the Crossing under cover of a thick fog. A second car bomb fails to detonate.

IDF Southern Command (PADAM) Chief Major-General Yoav Galant notes that the attack was "the biggest we've seen since the disengagement."

"Hamas is using Israel's generosity and goes after the crossings used to make sure vital Palestinian needs are met..."

An Israeli military official: "This is a combined attack, meticulously planned and it would appear that its timing, on the eve of Passover, is not accidental. There is an increase in attempts to strike at IDF soldiers on the border and at the border crossings through which we supply humanitarian aid to the Palestinian population...This is a far more complex attack than the incident in which Cpl. Gilad Shalit was captured in (June, 2006)."

Hamas: "Al-Qassam Brigades claimed responsibility for the operation. Abu Obaida, Al Qassam Brigades spokesperson, said that 4 cars were detonated at Karm Abu Salim crossing and this operation aimed kidnapping Zionist soldiers.

Abu Obaida added Al Qassam Brigades is responsible for the operation, which named as the 'Explosion Warning.' He stated that it the operation came in a reference to the difficult conditions which Gaza Strip suffers from the siege imposed.

'A number of resistance men carried out the operation using four cars bomb, three cars were detonated, the enemy losses are more than which recognized...'

Abu Obaida confirmed that clashes were erupted between the resistance men and Zionist soldiers after the explosions that were heard from inside Gaza City."

NATO Supply Mishap

NATO forces mistakenly supply food, water and arms to Taliban forces in southern Afghanistan. Containers slated for local police forces were dropped from a helicopter into a Taliban-controlled area of Zabul province. The coalition helicopter was supposed to deliver pallets of supplies to a police checkpoint in Ghazni, a remote section of Zabul.

Palestinian Rocket Barrage

A rocket impacts in Sderot, causing two women to suffer from shock. Damage is also caused to a house and portable shelter. In addition, Sha'ar Hanegev Regional Council officials report a power outage in one of the kibbutzim near the town as a result of the attack. Blackouts are also reported in several Sderot neighborhoods.

Islamic Jihad Jihad claims responsibilty for the attack.

Two other rockets are fired at the area. One lands in a residential neighborhood in Sderot. The other impacts outside the town. In addition, 7 rockets landed in Sderot and the western Negev earlier Friday.

Fatah Terrorist Arrested

During an IDF and ISA arrest operation in the Balata R.C overnight, an IDF force killed Hani Muhammad Hasan Al-Kabi, a senior wanted Tanzim terror operative, after he opened fire while attempting to escape. The force also arrested Sammer Mustafa Abu-lil, an Islamic Jihad terror operative who served as Al-Kabi's assistant. Two M-16 rifles, many ammunition clips and a large amount of combat equipment were uncovered in their possession.

Al-Kabi, 22, received his directives from Hezbollah and other terrorist groups from the Gaza Strip. Al-Kabi was involved in many terrorist attacks and constantly attempted to execute terror attacks to the Israeli home front.

Al-Kabi provided the chemicals in an attempt to poison a restaurant in Ramat Gan during the High Holiday of Purim. He was involved in a planned suicide bombing attack in August 2007, and organized another bombing attack in which a 10 kilogram explosive device made up of an empty fire-extinguisher, explosives and nails, was hidden in the carcass of a sheep.

Between August and October 2007 Al-Kabi planned and took part in two shooting attacks in Balata R.C, injuring two IDF soldiers. In December 2007 he was involved in an attempted attack against a bus carrying IDF soldiers in Qalqiliya, and planned a suicide bombing that was foiled due to his arrest by Palestinian security forces that month.

In February 2008 he escaped and sought refuge in the Balata R.C, consistently planning new terror attacks.

In an additional operation, an IDF force arrested ten wanted Palestinians in Beit Ur At-Tahta and Beit Ur Al-Fauqa, south of Nablus. A Micro-Uzi type rifle, a handgun and an improvised weapon were uncovered in their possession. The men were taken for questioning.

Evolution of Al Qaeda

Robert S. Mueller, III, Director, FBI: "In the wake of the September 11th attacks, our path was clear. We knew our enemies were al Qaeda terrorists, and together, we went after them—from their training camps, to their funding, to their leadership. Working together, we diminished their sanctuary in Afghanistan, froze millions of dollars in finances, and captured or killed many top leaders.

But al Qaeda will not go quietly into the night. It is resilient. Its network is now diffuse. And it continues to adjust its strategies and tactics. We now confront a three-tiered threat.

The top tier is the core al Qaeda organization, which has established new sanctuaries in the ungoverned spaces, tribal areas, and frontier provinces of Pakistan. And new sanctuaries mean al Qaeda can reconstitute its leadership, recruit new operatives, and regenerate its capability to attack.

The middle tier is perhaps the most complex. We are finding small groups who have some ties to an established terrorist organization, but are largely self-directed. Think of them as al Qaeda franchises—hybrids of homegrown radicals and more sophisticated operatives. The July 7th bombers are an example of this middle layer. Two of them trained at camps in Pakistan, but they came back to Britain and lived among you while they plotted their attacks. The arrests last September of small terrorist cells in Denmark and Germany are other examples.

The bottom tier is made up of homegrown extremists. They are self-radicalizing, self-financing, and self-executing. They meet up on the Internet instead of in foreign training camps. They have no formal affiliation with al Qaeda, but they are inspired by its message of violence. Examples of this tier include last year’s plot to blow up pipelines at JFK airport in New York and a 2005 plot to attack military recruiting centers and a synagogue in Los Angeles."

Laser JDAMs Delivered

The Boeing Company delivers the first Laser Joint Direct Attack Munition (LJDAM) kits to the U.S. Air Force. The Precision Laser Guidance Set (PLGS) kits are being produced to satisfy the Air Force and Navy's urgent need for engagement of fast-moving land targets.

The initial $28 million LJDAM contract, awarded in May 2007, will add 600 laser seekers to the services' existing inventory of 500-pound bombs. The First Article Acceptance Testing (FAAT) of production units was completed in March. The Air Force performed the FAAT guided flight tests at the China Lake, Calif., test range with drops from F-15E and F-16 aircraft. The tests demonstrated LJDAM's ability to engage and destroy targets moving at up to 70 miles per hour. The Navy also initiated its LJDAM guided flight test program in March with multiple drops from an AV-8B against moving targets. Additional Navy testing is planned from an F/A-18. LJDAM is expected to be operational this year with both the Air Force and Navy. Boeing will deliver the contracted kits by June 2009.

The Laser JDAM PLGS is a modular laser sensor kit that is easily installed onto existing JDAM weapons in the field. The laser sensor supplier to Boeing is EFW Inc., based in Fort Worth, Texas. The laser sensor further enhances the highly capable Global Positioning System/Inertial Navigation System JDAM. LJDAM provides low-cost flexibility to engage fast-moving and stationary targets of opportunity with a single weapon.

Keshet Mortar System

The IDF recently deployed the Keshet 120 mm Autonomous Self Propelled Recoil Mortar System (manufactured by Soltam Systems Limited) that the head of the Army Headquarters Weapons Department, Lieutenant Colonel Eren Garnet, explained would enable a battalion commander to fire artillery autonomously. "The battalion commander should be able to guide the fire in the unit he commands as opposed to requiring outside assistance."

The Keshet can be integrated on any M1064 Tracked Vehicle and is currently in serial delivery to the US Army, the IDF and other customers. The autonomous mortar system is capable of a maximum range of 7KM (with NATO std unassisted bombs) and can fire all types of 120mm smooth bore ammo. Its rate of fire burst is 16 per minute (intense burst, 4 rounds). The total weight is 750kg, elevation (deg) 40-85 and traverse (deg) 360.

According to Valentec Systems Inc., the Keshet offers commanders of infantry and armor unique enhanced operational capabilities. Indeed, improvements in inertial navigation systems and a sophisticated target acquisition system further enhance the accuracy of mortar ammunition delivery.

IDF Lieutenant Colonel Tal Aharon notes that the "Keshet weapons system is, without a doubt, the most advanced weapons system of the Infantry Corps."

Al Qaeda Tactics

Use silenced guns to kill coalition forces at Iraqi security checkpoints, smuggle weapons in gradual shipments to reduce the risk of detection, and poison Iraq's water supply with nitric acid to spread disease and death.

A confiscated letter written by an al-Qaida in Iraq operative to the organization's top commander outlines terrorist tactics and broad strategy for defeating coalition forces and their Iraqi allies.

Such tactics were fleshed out in a terrorist letter intended for Abu Ayyub al-Masri, the foreign-born leader of al-Qaida in Iraq. But the document never reached Masri. Instead, coalition forces lifted it from the body of a terrorist they killed last month during an operation 30 miles northwest of Baghdad.

The slain terrorist and author of the 11-page missive was Abu Safyan, from Diyala, Iraq, according to military officials who made available all but two pages deemed "not releasable" on the Multinational Force Iraq Web site.

Providing a glimpse into the proposed inner workings of al-Qaida in Iraq, the author discusses the need to split jihadists into three groups: snipers, assassination experts and martyrs. Each well-trained group should have an emir, or unit commander, at the lead. Through a series of coordinated surprise attacks, groups should work in unison to "bring down the city or the area."

Kerem Shalom Attack

- Elite IDF soldiers kill one Palestinian terrorist and wound another near the Kerem Shalom Gaza-Israel border crossing. A third gunman escapes to Gaza.

- Palestinians fire a Grad Katyusha rocket and several other projectiles at the western Negev.

- IDF paratroopers kill two Palestinian terrorists near the West Bank city of Jenin.

IDF Spokesperson's Office: "Bilal Hamuda Machmud Zaalah, head of the Islamic Jihad in Qabatya, and his deputy, Adin Machmud Hasani Avidot, also a member of the terrorist group, were killed today during a joint operation by the IDF and the ISA near Jenin. Forces from a reconnaissance battalion in the Paratrooper Brigade surrounded an area suspected to be the site in which the two men were hiding and then identified the two hiding in a in a nearby vehicle. After confirming that the two men were armed, forces fired at the wanted men, killing both.

The forces uncovered explosives, an M-16 rifle equipped with a telescope, six bullet magazines, 30 bullets meant for Kalishnakov rifles, night vision equipment and military equipment on the bodies of the two men.

Bilal Zaalah was involved in a number of shooting and explosives attacks against IDF forces in Jenin as well as attempts to execute attacks in Israeli territory.

In a separate activity by IDF and ISA forces last night in the Kalandiya refugee camp in southern Ramallah, special forces arrested Halah Achmed Eli Ali Scheda, a Tanzim operative who was involved in weapons trading. Halah Scheda was transferred to security forces for questioning. Forces also arrested 10 Hamas operatives in Nablus during operations last night."

Israel Aerospace Industries (IAI) and New Delhi conduct advanced negotiations over three new Phalcon Airborne Warning and Control Systems (AWACS) from Israel. Israel signed a $1.1 billion deal with India in 2004 to supply three Phalcon AWACS (built on Russian Ilyushin-76 airplanes), to the Indian Air Force. The new deal would include a radar and electronic intelligence system designed and manufactured by IAI subsidiary Elta Systems Group.

Three IDF Soldiers Killed

IDF Spokesperson's Office: "Three IDF soldiers were killed this morning in a confrontation with armed Palestinian gunmen identified approaching the security fence south of the Nahal Oz fuel terminal. Two soldiers were moderately wounded and another soldier was lightly wounded during the incident. The soldiers were evacuated to a hospital for medical treatment.

In a separate IDF activity overnight that ended this morning, IDF forces operated against terrorist infrastructure near the security fence in the northern Gaza Strip. In one incident, Palestinian gunmen opened fire at IDF forces from within a mosque used for storing a large amount of explosive substances and explosive devices. The use of mosques for terrorist activity demonstrates how terrorist organizations use holy sites, civilian centers and buildings to carry out attacks, exploiting the uninvolved Palestinian population.

During the activity, one IDF soldier was moderately wounded by gunfire and was transferred to a hospital for medical treatment. IDF forces identified hitting 10 armed gunmen during exchanges of fire that included a number of aerial attacks. In addition, a number of mortar shells and anti-tank missiles were fired at the forces."

Hamas: "Ezzedeen Al Qassam Brigades announced that four of its fighters were killed in clashes with the invading Zionist forces. Palestinian medical sources named the victims as Abdul-Karim Al-Khaisi, Mustafa Tatar, Karam Al-Wadiyya and Mahmoud Hillis. Five other activists sustained were injured. Al-Qassam Brigades released a series of statements saying that their fighters launched more than 57 mortar shells at the invading Zionist forces as well as several rocket-propelled grenades (RPGs). The statements also said that three anti-personnel landmines were detonated against Zionist troops."

"Al Qassam Brigades claimed responsibility for Tuesday dawn targeting for the Zionist military vehicles, east of Dair Al-Balah with three R.P.G missiles, 6 mortar shells and an explosive device was detonated in one of the Zionist military vehicles, east of Al-Qarara. Moreover, Al Qassam men targeted a Zionist bulldozer east of Al Qarara with a rocket propelled grenades (R.P.G), at 10:05 on Tuesday.

"[During] a joint IDF and ISA activity in Jabaliya, the IDF targeted and identified hitting Ibrahim Alba, the head of the Democratic Front in the northern Gaza Strip. Alba was involved in numerous infiltration attempts to the Israeli home front from northern Gaza, many of which were thwarted by the IDF.

Alba was involved in the infiltration of two terrorists armed with explosive devices and dressed in uniforms in Netiv Ha'asara on August 25th, 2007. Three IDF soldiers were lightly wounded during exchanges of fire with the terrorists; the two terrorists were killed.

Since then, Alba has attempted to execute terror attacks against Israel. In recent days, he was planning another terror attack. Alba was also invovled in launching rockets towards Israel."

Israel successfully tests the Green Pine Radar component of the Arrow missile defense system. The Green Pine Radar located and identified an incoming missile (Rafael's Blue Sparrow, mimicking the Iranian Shahab 3). Keshet Mortar System Deployed

The Keshet system is composed of 120 ml mortars which can be automatically fired in any direction the battalion commander chooses. Until recently, the Infantry Corps was assisted by external engineering battalions in the firing of artillery weapons. The goal of the new system is to provde the Infantry Corps with autonomous weapons fire capabilities.

Lobby Worries About Saudi F-35s

In 1992, the first line combat air strength of the Royal Saudi Air Force (RSAF) consisted of approximately 200 aircraft, organized into six fighter/ground-attack squadrons and five fighter-air defense squadrons. However, the RSAF declined during the 1990s' as the Kingdom's F-5EIIs and F-5s lost substantial operational capability.

In September 2007, Saudi Arabia and Britian signed a deal for the sale of 72 Eurofighter Typhoon fighter aircraft for 4.43bn (British pounds). The deal followed a £21bn al-Yamamah contract negotiated by the Thatcher government and involving the sale of BAE Systems Tornado jets and medical equipment.

The Syrian Threat

An observer of recent articles emanating from or about the strategic situation in the Middle East might come away with the impression that the Islamic Republic of Iran poses the most immediate and formidable regional threat to peace, or that HAMAS in Gaza and the West Bank and Hezbollah in Lebanon, acting as proxy forces of Iranian designs, might constitute another facet of this same threat. Joint JAGM Development

Raytheon Company and Boeing sign a teaming agreement to pursue the U.S. Army-U.S. Navy Joint Air to Ground Missile program.

The JAGM program will produce a single missile solution for rotary and fixed wing platforms. With an expected in-service date of 2016, JAGM replaces the BGM-71 TOW, AGM-114 Hellfire and AGM-65 Maverick missiles. Raytheon will be the prime contractor on the team's bid.

The missile is being designed to defeat moving and stationary targets at extended ranges in all types of weather. When available, JAGM will be launched from a variety of fixed- and rotary-wing aircraft, including the F/A-18 E/F Super Hornet, AH-64D Apache Longbow, MH-60R Seahawk, AH-1Z Super Cobra, Extended-Range Multi-Purpose UAV, Armed Reconnaissance Helicopter, and Warrior Unmanned Aircraft System.

Iraq Update

A Hellfire missile fired from a coalition unmanned aerial vehicle kills six heavily armed criminals in northeastern Baghdad yesterday. Officials note that coalition forces from Multinational Division Baghdad operating the UAV fire on a large group of criminals with rocket-propelled-grenade launchers and a mortar tube.

In other operations in Iraq:

-- Soldiers with the 101st Airborne Division's 3rd Brigade Combat Team found a weapons cache in Janabi. It contained a wide variety of ammunition and illumination rounds, propellant, fuses, a hand grenade, TNT and other bomb-making materials. The cache was turned over to an explosives team for detonation.

-- A Multinational Division Baghdad aerial weapons team saw three men at a potential rocket site in northeastern Baghdad. When the men caught site of the team, they fled the scene in a black sedan. But when a UAV showed the criminals returning to the site and confirmed the presence of rockets, the team returned and destroyed three rockets with a Hellfire missile. The criminals fled the scene. The presence of two additional rockets was confirmed at a different site a short time later. The team also destroyed those rockets with a Hellfire missile.

-- In a separate event, a UAV showed a rocket launch site and positively identified a vehicle used in the earlier attack in northeastern Baghdad. The UAV hit the sedan with a Hellfire missile.

Elbit F16 HUD Deal

Elbit Systems Ltd. announces that its subsidiary Elbit Systems Electro-Optics Elop Ltd. has been selected by Lockheed Martin Aeronautics to supply new generation Head Up Displays (HUDs) for the new F-16 aircraft.

The multi-year project, which will commence immediately, is a continuation of ongoing cooperation between the two companies in the area of HUDs for F-16 aircraft. An initial order valued at approximately $3.8 million has been placed. The full potential value of the master purchase order is dependent on the level of future F-16 sales.

Elop has supplied more than 3,300 HUDs, representing thirteen different models, flying on more than 20 aircraft types, to customers around the world.

Food Poisoning Plot

The ISA and the Israel Police arrest Ihab Yehye Ahmed Abu Rial and Anas Mustafa Said Salum, residents of Nablus, both born in 1987. They admit to planning a perpetrate a terrorist attack by poisoning food at the restaurant where they worked in Ramat Gan, despite lacking valid permits to be present in Israel.

The two men were recruited into a military cell of the Al Aqsa Martyrs Brigades, directed and financed by Hezbollah. They were due to receive the tasteless, odorless white powder poison from Hosni Tzalag and Hani Ka'abi, fugitives from the Balata Refugee Camp in Nablus. Abu Rial and Said Salum sought a poison, the effects of which would not be felt for approximately four hours, in order to poison as many people as possible. They were arrested several days before they intended to perpetrate their attack.

They also admitted that Hosni Tzalag had asked them about the possibility of helping to infiltrate a suicide-terrorist into Israel.

It should be emphasized that the terrorist infrastructure headed by Hani Ka'abi is currently active in attempting to perpetrate other terrorist attacks, possibly with the assistance of other Palestinians illegally present in Israel.

Gaza Bombing

Unknown assailants bomb a hairdressing salon in Al-Wihda street in Gaza City for the second time. Eyewitnesses report that an explosive device was detonated by remote control in front of the salon, destroying it completely. IDF Soldier Killed in Battle

An IDF soldier is killed and two additional soldiers lightly wounded during exchanges of fire with Palestinian gunmen in an overnight IDF operation against terror infrastructure in southern Gaza strip. During the operation, the force targets and identifies hitting two armed gunmen.

In addition, 10 Palestinian suspects are taken for questioning in Israel.

Hamas: "At dawn today, Ezzedeen Al Qassam Brigades held armed clashes resulted the death of the mujahid Mohamed Fayed Shamiya, one of Al Qassam members. Al Qassam Brigades announced that they defend the Zionist military helicopters, which were flying in the skies of Khanyounis and the central areas in Gaza strip. Al Qassam Brigades fired 29 mortars, a Qassam rocket, & RPG missile at the Zionist troops. Al Qassam Brigades also claimed responsibility for shelling the Zionist tanks east of the town of Abasan."

Two Israeli Civilians Killed

Two Israeli civilians are shot dead when a Palestinian terrorist cell infiltrates the border from the Gaza Strip into southern Israel. Two other Israelis are wounded in the attack at the filling depot at the Nahal Oz border terminal.

An IDF Spokeswoman notes that "Terrorists entered Nahal Oz and the fuel depot. They shot at civilians inside. There are two Israelis dead and two wounded..."

Islamic Jihad, Fatah and the PRC claim responsibility for the attack.

Update: The two killed civilians were employed at the terminal, which supplies the Gaza Strip with most of its fuel.

IDF forces and emergency medical teams who arrive on the scene encounter heavy gun and mortar fire. Two of the terrorists are killed by the IDF in the terminal, and at least two others escape back to the Gaza Strip.

The IDF also deploys aircraft which strike a car carrying at least one of the terrorists. According to a Hamas spokesman, the man was seriously injured. The army notes that two of the attackers were killed in the strike.

Boeing TSAT Update

The Boeing Company and its TEAM TSAT industry partners successfully demonstrate the readiness of the advanced electronics that will be used in the Transformational Satellite Communications System (TSAT).

Tests of the TSAT Application Specific Integrated Circuit (ASIC) demonstrated the microchip's functionality, speed and suitability for spaceflight. The tests, completed in late 2007 at Texas A&M University in College Station, Texas, simulated the most challenging radiation environment TSAT will experience during operation.

These successful risk-reduction tests are the result of more than 10 years of partnership between Boeing and IBM. The TSAT ASIC chip is the fourth generation of IBM terrestrial ASIC technology qualified for space use. The first appeared in 2001 in a Boeing-built satellite-based mobile communications system.

TEAM TSAT used ASIC chip designs that represent the most challenging functions required of TSAT. The tests simulated the harsh environment of space with a cyclotron, a type of particle accelerator that accelerates electrons using a high-frequency alternating charge.

Iraq's Shiite radical leader Moqtada al-Sadr will dissolve his Mahdi Army militia if ordered by top clerics.

The offer from the Sadr movement came after Prime Minister Nuri al-Maliki threatened to ban it from politics if it failed to disband the militia.

Salah al-Obeidi, spokesman for Sadr in the shrine city of Najaf: "The Mahdi Army receives orders from Sadr and from the highest religious clerics whom he consults. If these clerics ask him to disband Jaish al-Mahdi (the Mahdi Army), for sure the order will be obeyed..."

Mortar Crews Targeted

An Army Apache helicopter and an Air Force F-16 takes out a mortar-launching team and their launch site after an observation team identified them emplacing mortars in the New Baghdad district.

A joint security station reported a mortar attack near its location in the New Baghdad district. After a second 82 mm round exploded near the station, an aerial surveillance team pinpointed the two mortars' point of origin.

Iraqi security forces called in a U.S. Army Apache air weapons team that killed the mortar crew with a Hellfire missile. An F-16 then dropped a low-yield bomb on the mortar site.

Also yesterday, an Apache team destroyed a storage site for rails used to launch rocket attacks. Forces observed insurgents recovering rails after a rocket attack. An aerial weapons team was called in for support. The crew destroyed the structure and the rails with a Hellfire missile.

In other news in Iraq, coalition forces seized a weapons cache yesterday in eastern Baghdad. Soldiers found a small cache of armor-piercing explosively formed penetrators while patrolling. The cache was recovered.

Palestinian Mortar Barrage

"Today, Tuesday, 8.4.08 (as of 16:30 Israel time), terrorists in the Hamas-controlled Gaza Strip fired 32 mortar bombs and three Kassam rockets at Israeli territory. So far, there have been no reported injuries or damage.

In addition, during an IDF operation against terrorists operating near the border fence between Israel and the northern Gaza Strip, terrorists opened fire on the IDF force. The IDF soldiers returned fire, hitting two gunmen. Rocket-propelled grenades and Kalashnikov rifles were found on the two terrorists.

At the same time, 127 humanitarian aid trucks, carrying medical equipment, diapers and basic food products were transferred today from Israel to the Palestinian population in Gaza, via the Sufa and Kerem Shalom crossings.

Israel is facilitating the entry of humanitarian aid into the Gaza Strip while at the same time it is being attacked from that territory. Israel holds Hamas fully responsible for these attacks and their consequences."

Home Front Drill Details

The largest homefront drill ever conducted in Israel began this morning (Tuesday, April 08, 2008) at 10:00, with the sounding a one-and-a-half-minute nation wide siren. The siren was heard throughout most of Israel and is intended to warn the population of missile attacks. While the alarm was sounding, educational institutions and emergency headquarters of local authorities were prompted to go to bomb shelters. The Deputy Defense Minister, Matan Vilnai, and the GOC of the Homefront Command, Major General Yair Golan, went to Ben Gurion Elementary School in Givatayim, one of the many locations the drill was held, to observe the activities and actions the school went through during the drill.

After the siren sounded, approximately 340 students of Ben Gurion Elementary School left their classrooms in an orderly fashion and ran to shelters, where the teachers then took attendance of all the students.

After the successful completion of the first stage of the drill, the students and teachers went out to the school's playground carrying a few acting wounded persons on stretchers. Once this drill was completed, the students were evacuated from the building and the firefighters stepped in to demonstrate their abilities. The firefighters reacted as though there was a fire and smoke in the highest floor, where they had to rescue trapped students from their classrooms, control the spread of the fire, amongst other challenges.

"The second national homefront drill is being handled in an extraordinary way," said the GOC of the Homefront Command, Major General Yair Golan. "The standard is practical and professional." The Deputy Defense Minister added that, "Since ten in the morning, the level with which the drill has been conducted has increased. We will have a drill of this kind once every year."

Two days remain of the largest homefront drill conducted. Tonight, a drill will take place in Nazareth that will enact the scenario of a conventional missile hitting a three-story building. The responsibility of rescuing the wounded is that of the Rescue Batallion of the Northern District of the Homefront Command. Tomorrow, a number of additional drills will take place, including one in Jerusalem. There the emergency procedures of a building in a residential neighborhood being directly hit by a conventional missile will be enacted. The responsibility of rescuing the wounded is that of the Rescue Battalion of the Jerusalem District.

Turning Point 2

Sirens sound throughout Israel at 10AM as part of a nationwide home front preparedness drill known as "Turning Point 2." School children, government ministry employees and local authority workers enter shelters and fortified areas. In addition, a drill simulating the landing of a rocket was held at the Knesset. The IDF Home Front Command also tests its new TV studio with a live broadcast on all electronic media outlets to relay instructions to the public.

Baghdad: Focus Shifts

Coalition forces are increasingly focused on rocket and mortar teams following attacks on two Baghdad sites that killed three U.S. servicemembers and wounded 26 others.

Rockets rained on Baghdad's heavily fortified International Zone around 3:30 p.m. yesterday, killing two and wounding 17, military officials said. Several hours later, mortars struck a forward operating base in the eastern section of the Iraqi capital, killing one and injuring nine.

"We're definitely going after the mortar and rocket teams. They don't just hit us, they kill innocent civilians and governmental employees, and it's basically one of our focus areas right now," Army Lt. Col. Steve Stover, a Multinational Division Baghdad spokesman, said today. "Over the next several days, as long as they keep trying to do this, we're going to keep going after them."

Military officials said those perpetrating the attacks are criminals formerly aligned with Shiite cleric Moqtada al-Sadr. They are in violation of a pledge by Sadr renewed last week to cease violence against coalition and Iraqi forces, officials said.

Violence in the Iraqi capital has been "contained to certain areas," Stover said, adding that coalition forces aim to engage rocket and mortar teams before they are able to launch attacks around Baghdad.

SAIC in VACIS Deal

Science Applications International Corporation announces that it has received a delivery order from the U.S. Army for 30 Relocatable VACIS(R) inspection systems. The systems will help Army personnel search vehicles and cargo for weapons, explosives and other threats.

SAIC's VACIS(R) system produces digital images of the contents of vehicles and containers for online analysis. Operators and drivers can be sheltered during the scanning process, which is critical in hostile environments. The system can be relocated in one day.

"We are very pleased that the Army has once again chosen SAIC's VACIS(R) inspection systems to help protect our troops overseas, secure vital assets and aid in the fight against terrorism," said Alex Preston, SAIC senior vice president and general manager of the Security and Transportation Technology Business Unit.

SAIC will manufacture the systems in San Diego and deliver them throughout 2008 and 2009. Last year, SAIC also provided the Army with 23 Military Mobile VACIS(R) systems under a contract awarded in 2006. Since 1994, SAIC has provided hundreds of VACIS(R) systems in fixed and mobile configurations to military forces, customs agencies and other security organizations around the world.

Namer Development Accelerated

IDF Chief of Staff, Lt. Gen. Gabi Ashkenazi approves plans for the production of armored vehicles as part of a multi-year plan. The plan focuses on the continued manufacturing of the "Merkava" tank and the development and manufacture, in large quantities, of the heavy armored personnel carrier, the "Namer."

Development of the "Namer" began a year ago and is now undergoing operational and technical testing in the Ground Forces Command. Indeed, development was recently accelerated and deliveries are slated to begin by 2009.

Indeed, during the 2006 war, Hizballah launched four unmanned aerial vehicles at Israel. One was downed by a Python 5 air-to-air missile (fired by an F-16), another crashed shortly after takeoff, one was intercepted over the sea and another crashed in Israel.

The above-mentioned UAVs were Iranian-manufactured Ababils, with a range of 150 km. and a top speed of 300 kph. Ababils are capable of carrying a payload of 45 kg. of high-grade explosives or surveillance equipment. Iran has also supplied Hizballah with at least a dozen Mohajer-4 (Misrad-1) UAVs.

Homefront Command Drill

"On April 6th 2008, the IDF Home Front Command in cooperation with 'Rahel' (National Emergency Authority), local authorities, different governmental offices, security and rescue teams and the educational system will participate in a comprehensive national training exercise which will take place across the country.

Representatives from all the participating bodies will take part in 'The National Exercise Control Center' which planned the exercise in advance, as a part of the IDF 2008 work plan. The exercise was not planned in relation to any current events. For the first time the exercise will be lead by 'Rahel' (the National Emergency Authority) which was founded in recent months.

The aim of the exercise is to prepare the different services and institutes operating in the civilian environment for various emergency situations. The exercise will incorporate operations at a staff and field level, and will be operated by the National Emergency Authority and the Home Front Command.

As part of the exercise, a minute and a half long siren will be heard on Tuesday, April 8th, at 10am across Israel, excluding Sderot, and the communities surrounding the Gaza Strip.

For the first time, Gadi Sukenik will broadcast on Tuesday, channel 33, between 10-11am, from the Home Front Command's new studio. During the broadcast Sukenik will speak on behalf of GOC Home Front Command, Maj. Gen. Yair Golan. Guidance and tutorial videos on how to choose a protected space and how to behave during an alert will be shown.

At the same time, an exercise lead by the national educational institutions will take place in which schools and kindergartens will practice entering protected spaces. During the sounding of the siren, Home Front Command bases as well as Governmental Offices and Public Institutions will also practice entering protected spaces. A national exercise will also take place with the participation of local and other authorities and with the participation of the Home Front's liaison units who were especially recruited for the exercises.

On Tuesday- Thursday, April 8-10th, 2008, a field exercise that will simulate various potential scenarios will take place. Among the scenarios practiced: conventional and non-conventional rockets hitting Israel, chemical-biological incidents, an exercise in 'HaEmek' hospital in Afula and different search and rescue drills."

Dichter Under Fire

Internal Security Minister Avi Dichter's personal assistant is injured by a Palestinian sniper as the minister's entourage visits the Nizmit hill near Kibbutz Nir Am (southern Israel). The Army of the Nation (linked to Al Qaeda) claims responsibility for the attack. Hamas and the Al-Aqsa Defenders also claim responsibility.

Abu Obadia, Hamas: "An organization sniper fired at a group of Israelis, including Minister Dichter. The Mujahideen ambushed Minister Dichter's entourage and began firing at it, injuring the minister's assistant. The operation was targeted at the minister himself..."

Iranian Intel Posts in Syria

Iran establishes sophisticated listening stations in Syria to intercept Israeli military communications. IDF officials note that the listening stations receive information via powerful antennas capable of intercepting communications from a distance of hundreds of kilometers. The antennas are receivers, (which don't transmit signals), so they cannot be blocked.

Ashot Wins US Deal

Israel Military Industries Ltd. (IMI) subsidiary Ashot Ashkelon Industries Ltd. renews a contract to supply electromechanical systems and stabilizers to a US aviation company. The current contract expires in December, and the new contract, worth $28 million, will be in effect from 2009-12.

Ashot Ashkelon designs, develops, and manufactures gear drives and transmission systems. Ashot's main product line includes: automatic transmissions for heavy vehicles, gear assemblies for aerospace applications, and short and long shafts for jet engines and gas turbine engines.

Potassium Nitrate Seized

"This morning, security forces caught an Israeli truck carrying 300 liters of potassium nitrate at the Tarqumiya crossing, northwest of Hebron, as part of an operation to prevent the transfer of prohibited dangerous substances into the Judea and Samaria region.

In recent weeks the IDF, ISA, Civil Administration, the Crossing Point Management and the Israel Police are continuing the campaign to prevent the transfer of prohibited dangerous substances into Judea, Samaria and the Gaza strip. As part of this campaign, the IDF is conducting specific operations based on the intelligence provided by the ISA as well as through the routine operation of the security forces.

Possession of these substances is illegal in Judea, Samaria and the Gaza strip due to their use in the manufacture of rockets, weapons and explosives.

On March 31st, 2008, an Israeli truck carrying a ton of Urea was caught by security forces at the Eliyahu crossing.

In addition, on March 19th, 2008, an Israeli truck carrying three tons of potassium nitrate was caught by security forces at Trans-Samaria crossing, southeast of Qalqiliya.

In the past month security forces discovered over five tons of batteries containing sulfuric acid, 40 liters of sulfuric acid, 30 liters of nitric acid, 50 kg of potassium nitrate, 30 kg of fertilizer containing potassium, nitrate, phosphor and 25 kg of urea."

Iranian Mortars in Gaza

Israel Television Channel Two reports that the projectiles fired from Gaza on Tuesday (April 1, 2008 - Ashkelon sector) were 120mm Iranian mortars. The Iranian mortars are capable of achieving a range of 8 kilometers and can penetrate (some of the) protective reinforcements designed to protect Israeli civilians from indigenous Palestinian rockets. In addition, the mortars travel at faster velocity than Qassam rockets, rendering the current early warning systems virtually useless.

Hizballah rejects criticism by Saudi Arabia's foreign minister, who blames the opposition for obstructing a solution to Lebanon's political crisis.

Hizballah "denies Saud al-Faisal's assertion that the opposition is responsible for blocking solutions and that it has done all in its power to scupper Arab initiatives, especially frequent Saudi efforts...This accusation aimed at the opposition damages the role of the (Saudi) kingdom and raises important questions about its position and role in the Lebanese political crisis."

Syrians Prep for War

Al-Quds al-Arabi reports that Damascus is preparing for a comprehensive Israeli strike against Syria and Hizballah. Indeed, Syria has held wide-scale military maneuvers and issued call up notices for reservists. In addition, Syria is closely monitoring the movement of Israeli forces along the northern border.

The Israeli defense establishment announces that NBC protection kits recently collected from civilians will be upgraded and redistributed.

National Emergency Administration Chief Brigadier-General (Res) Ze'ev Tzuk-Ram: "There is absolutely no need for panic of any kind. This was a predictable move, which got the go-ahead this morning; and following the (cabinet's) green light we will complete collecting the kits from the public, at which point they will be updated and then redistributed."

IDF-NATO Exercise

"A NATO naval force of six frigates under the command of Admiral Artugrol of the Turkish navy arrived yesterday morning, March 31st, at the Haifa port.

A joint training exercise with Israeli missile boats took place yesterday in order to improve and strengthen the cooperation between NATO and the Israeli navy. Three NATO boats and two Israeli missile boats, the INS Lahav, a Sa'ar 5 class corvette, and the INS Keshet, a Nirit class missile boat, participated in the exercise. The NATO naval vessels are scheduled to leave Israel in a few days.

During the visit, the NATO force hosted a formal dinner on board the naval vessel 'Sailihreis' with the participation of Admiral Artugrol, the ambassadors of the countries whose naval vessels [participated in the exercise], senior Israel Navy officers and other guests. During the visit, a demonstration of naval capabilities took place, as well as an exchange of information on a range of topics.

It is important to emphasize that this year, for the first time, the Israel Navy posted an officer to NATO headquarter in Napoli, to serve as the liaison between the IDF and NATO's southern command. The officer is based permanently in Napoli and is responsible for coordination with NATO and the transfer of information between NATO and the IDF. The officer was posted to Napoli after an evaluative process over a period of years. The posting constitutes a significant step in strengthening the connection between the IDF and NATO."

Stabbing Thwarted

An Israeli hitchhiker shoots a knife-wielding Palestinian terrorist after the man tried to stab him and a companion as they waited for a ride near the community of Shiloh (West Bank). The two apparently spotted a man running toward them, carrying a knife with a 20-cm blade. One of the two hitchhikers then pulled out his personal weapon and shot the terrorist.

Barak Authorizes Drill

Israeli Defense Minister Ehud Barak authorizes plans for a national emergency drill -- scheduled to take place in two weeks time. The exercise, slated to include all government offices and public bodies, will be led by Barak's deputy Matan Vilnai. The drill is set to simulate a series of emergency scenarios and to test the reaction of the participants, which will include local municipalities, schools, firefighters and paramedics, the IDF Home Front Command and the political echelon.
