Hamas: Haniya Off Limits
"Abu Obaida, the spokesman of Ezzedeen Al-Qassam Brigades, threatened that if Zionist entity assassinates the Palestinian Prime Minister Ismail Haniya, 'an earthquake will shake the region,' and the Zionists will be held responsible for all the repercussions.
Abu Obaida said 'If the Zionists commit such a criminal act, after getting the green light from Washington, we will use all the means which we have not yet used.' However, he explained that Hamas will endeavor to thwart such an attempt.
With regards to whether the Zionist threats are serious or not, the spokesperson said, 'The Zionists have nothing to restrain them, and Haniya was a target for the Zionists before, so we take that possibility seriously.'
Commenting on the issue of transferring Palestinian resistance outside Palestine, Abu Obaida said, 'The Palestinian resistance is meant to confront the Zionist occupation in the Palestinian territories, and so it will not be transferred outside.'"

France to Aid Egyptian Nuke Program?
French President Nicolas Sarkozy announces that Paris would be prepared to help Cairo develop nuclear technology for its energy requirements. According to Sarkozy, it is only "natural" for Egypt to formulate plans for building nuclear power plants due to its extensive energy needs.
WeaponSurvey Analysis:
The concept of potentially exploiting nuclear dual-use infrastructure was advocated by Dr. 'Izat 'Abd Al-'Aziz of the Egyptian Nuclear Safety Authority. According to Dr. 'Aziz, "Egypt has not managed to establish strategic nuclear capability because [it was] not allowed to build large nuclear reactors for electricity production. The construction of such reactors constitutes a nuclear strategy in itself, because it brings [Egypt] into the so-called nuclear fuel circle and gives us expertise in this area."
Support for military nuclear capability has also been voiced amongst certain Egyptian religious circles. In an interview with the Kuwait daily, Al-Rai Al-Aam, Al Azhar Religious Ruling Committee head Sheikh Ali Abu Al-Hassan noted that, "Muslims must obtain all kinds of weapons, not only nuclear weapons. I refer to arming [ourselves] with might, in accordance with the words of Allah."

"[During] a joint IDF and ISA operation several weeks
ago, a truck was caught at one of the crossing points in Judea and Samaria
carrying approximately 6.5 tons of Potassium Nitrate. The Potassium Nitrate
was disguised in sugar bags, and was intended for use by terrorists in the
Gaza Strip.
Potassium Nitrate is a banned substance in the Gaza Strip and the Judea and
Samaria region due to its use by terrorists for the manufacturing of
explosives and Qassam rockets.
The terror organizations disguised the Potassium Nitrate in sugar bags that
were marked as being part of the humanitarian aid provided by the European
Union. This is another example of how the terror organizations exploit the
humanitarian aid that is delivered to the Palestinian population in the Gaza
Strip with Israel's approval."

IDF Operates in Ramallah
"During a joint IDF and ISA arrest operation last night in the city of
Beituniya, west of Ramallah, a wanted member of the Tanzim terrorist
organization, Muatsam Rafik Salah Sarif, was killed during exchanges of fire
with IDF forces.
Muatsam Sarif, who was also a member of the Palestinian security services
and served as one of the bodyguards of Ahmed Qurea, was recently involved in
transporting weapons to terror operatives in Ramallah. An IDF force arrived
overnight in order to arrest Sarif. Sarif opened fire at the IDF force after
he identified them approaching. During the ensuing exchanges of fire that
took place on location, Sarif was killed."

- The IAF targets Islamic Jihad's top military commander in central Gaza.

attacks were carried out in the central Gaza Strip. Muhammad Abdullah, a
senior Islamic Jihad terrorist, was killed and three others were injured.
Abdullah, 43, resident of Wadi Gaza (Hamuhraka), was a senior leader of the
Islamic Jihad in central Gaza and was in charge of weapons manufacturing, in
particular Kassam rockets and mortar shells. These rockets and mortars are
being launched on a daily basis at IDF forces and at Israeli communities in
the western Negev. Abdullah was involved in the planning and execution of
terrorist attacks on the Israeli home front that were thwarted by IDF
forces. Abdullah also planned attacks against IDF forces, including an
attempted attack on the "Marmurek" position in September 2007.
Prior to the attack in which Abdullah was killed, the forces identified
hitting 2 other Islamic Jihad terrorists who were equipped with weapons

Two IDF Soldiers Killed
"Two IDF soldiers, private Ahikam Amihai and Sergeant David Rubin, residents
of Qiryat Arba, were killed this afternoon. The two, who were off duty, were
killed by Palestinian fire while they were hiking near wadi Telem, northwest
of Hebron.
An initial investigation of the incident shows that the two soldiers were
hiking in the area along with an Israeli woman when a group of Palestinian
gunmen opened fire at them. An exchange of fire ensued between the
Palestinian gunmen and the soldiers, who were carrying their personal
rifles. One gunman was killed and another was severely injured in the
exchanges of fire.
The Israeli woman, who managed to keep her composure, escaped the shooting
and called the security forces in the region.
The security forces are searching after the Palestinian gunmen who got away.
Senior IDF commanders of the Judea and Samaria region are thoroughly
investigating the incident."

Russian-Iranian Arms Deal
Moscow and Tehran are reportedly conducting negotiations over the sale of fighter jet engines
and helicopters to Iran. Tehran is apparently interested in purchasing RD-33 engines for a fleet of new Iranian fighter jets, as
well as an upgraded version of the Ka-32 helicopter (to be assembled in Iran).
Russian military cooperation chief, Mikhail Dmitriev, notes that defense ties
between the two countries "reinforces stability in the region."
Note: Russia has previously supplied Iran with 29 Tor-M1 air defense systems.

Keshet System Deployed
The [IDF] Infantry Corps regular service brigades will no longer require the assistance of external engineering forces. Rather, Infantry Corps brigade commanders will soon be capable of firing artillery by way of the new Keshet weapons system, currently being used in some parts of the Infantry Corps. The Keshet system is composed of 120 ml mortars which can be automatically fired in the direction the battalion commander chooses.
The Infantry Corps has until recently been assisted by external engineering battalions in the firing of artillery weapons. The goal of the new system is to allow the Infantry Corps to be self-sustaining when it comes to weapons use.
"The goal is that the Battalion Commander will be able to operate the artillery weapons on his own”, explained Head of the Army Headquarters Weapons Department, Lieutenant Colonel Eren Garnet. "The battalion commander should be able to guide the fire in the unit he commands as opposed to requiring outside assistance."
The Lieutenant Colonel added that the Army Headquarters plans to integrate the Keshet advanced weapons systems into all Infantry Corps Brigades by the end of this coming yearand eventually into a part of the reserves brigades.
An additional controlled weapons system will also be introduced in the coming months. This weapons system will include day and night vision which will allow for firing from a safe distance and will also be installed in heavy vehicles.

Russian-Iranian Pact?
IRNA reports that Iran and Russia have reportedly discussed defense cooperation. Mohammad Ali Hosseini, spokesman for Iran's Foreign Ministry, explained that a joint defense committee met and both sides reviewed continued cooperation.
It should be noted that Russia has previously supplied Iran with Kilo-Class submarines, MIG and Sukhoi military planes and bombers.
Update: According to FARS, Russia will reportedly supply Iran with the advanced S-300 surface-air missile system.

Livni Criticizes Egypt
Foreign Minister Tzipi Livni: "The need to dramatically decrease the amount of arms that are being
smuggled into Gaza is an Israeli strategic goal, and of course this affects
our relations with Egypt...The Egyptians played a positive role at the Annapolis Conference, but that
does not contradict the fact that what they are doing at Philadelphi is
deplorable and problematic."
Note:
The Israeli Foreign Ministry reportedly (recently) prevented video footage showing Egyptian security
forces helping Hamas terrorists enter the Gaza Strip via the
Philadelphi corridor from reaching members of the US Congress.
The footage included images of Egyptian border policemen allegedly
assisting a group of approximately 80 Hamas terrorists cross into Gaza
through a breach they had made in the border fence.
Egypt Purchases Detection System?
Egypt reportedly purchases advanced tunnel-detection systems that it plans to utilize to locate weapons-smuggling tunnels being dug along the Philadelphi Corridor.
An Egyptian official: "It is in our interest to stop the smuggling...We have no interest in seeing a radical Muslim group, with ties with the Muslim Brotherhood in Egypt, rise up along our border...We have a very small number of soldiers along the border and we are trying to do everything we can with them to stop the smuggling...At all times, a third are training, a third are resting and a third are on duty. That amounts to only some 200 soldiers."
WeaponSurvey Analysis:
Cairo grants both logistical and diplomatic diplomatic support to Hamas. The Egyptians perceive Hamas as a strategic asset, much like Damascus and Tehran view Hizballah in Lebanon. Indeed, the openings of Palestinian weapons smuggling tunnels are often located within private Egyptian houses in close proximity to the border. In addition, smoke from detonated smuggling tunnels (indicating a tunnel opening) has been observed rising from Egyptian army and border guard bases. In August 2004, Israel Radio military correspondent Carmela Menashe reported that, "Egypt knows exactly what weapons are being smuggled and can prevent the smuggling of RPG's to the Gaza Strip. It is also believed that if Egypt wanted...[Katyusha rockets] would be smuggled in via the tunnels. Egypt uses the weapons smuggling as a measure against Israel."

Barak: War Will Continue
Israeli DM Barak: "Our security forces-the ISA and the IDF - have been active for long months,
in countless operations, in the Gaza Strip in order to reduce the number of
Kassam attacks against residents of the south to the unavoidable minimum and

Counter-terrorist operations will continue as they have for months. There

Hamas: No Truce
"Palestinian resistance factions declared that the time is not suitable for a truce with the Israeli occupation in light of the continued aggression. The factions affirmed that its priorities at the present time are to respond to the Israeli crimes and aggressions against the Palestinian people.
One of Hamas leaders, Ismail Redwan, Said to Al A'alam channel 'There is no sense to talk about any calm in light of this continuing aggression against the Palestinian people. The Zionist enemy wants to talk about calm through cover for its continued crimes against our people.'
Khader Habib, a leader in the Islamic Jihad movement, said 'The first requirement of calm is stopping the Zionist aggression,' he added that the calm have conditions must be paid by the Israeli enemy on the basis that there is no free calm with the enemy.

Iron Dome Funding Approved
The security cabinet approves funding for the development of the (RAFAEL) Iron Dome rocket defense system -- designed to intercept short- and medium-range rockets (Qassams and Katyushas). According to defense sources, the first operational version of the system will be deployed in Sderot in two and a half years.

New Homefront Command Campaign
"A new educational campaign addressing the readiness of Israeli citizens for emergency situations is expected to be discussed today in the Israeli media.
As part of the campaign, in which educational broadcasts will be aired, booklets translated into six languages will be sent to every Israeli household. 'Emergency situations in general or war may occur at any time without prior warning to give us time to prepare. Therefore, the best time to prepare ourselves and make the appropriate defenses is now,' says the introduction of the instruction booklet. Thus, the booklet is full of advice on how to prepare for various threats.
All of the information which is in the booklet will also be accessible from the Homefront Command website. This includes the instructional booklet in Arabic, English and Russian. Additionally, the command will be operating a telephone switchboard for information which can be reached by dialing 1207 in Israel. The switchboard will be open for the public to ask questions, and every caller will receive detailed information for preparing his house for emergencies.
The campaign will be accompanied by an educational program in all of the primary schools in Israel. In the schools, teachers will teach a class about emergencies, and a work book will be distributed to students to work on at home with their parents. Concurrently, instructional videos for children will appear on the Homefront Command website, alongside other instructional videos.

Lockheed Martin Trident Deal
The U.S. Navy has awarded Lockheed Martin a contract valued at $849 million for fiscal year 2008 production and deployed system support for the Trident II D5 Fleet Ballistic Missile (FBM) program.
Work under the contract includes D5 production support, including reentry system hardware, and operations and maintenance to support the readiness and reliability of missile systems deployed aboard FBM submarines and at on-shore facilities.
The contract also continues D5 Life Extension development work. Deliveries under the original D5 contract, which called for production of 425 missiles, began in 1989 and concluded in 2007. D5 Life Extension missile deliveries are scheduled to begin in 2011, with a minimum of 108 additional missiles being delivered by 2017. The D5 Life Extension program will support the service life of the Navy’s Trident II Ohio-class submarines, which has been extended to 2042.
"Under the leadership of our Navy customer, we will continue our work in support of the D5 missile while continuing to prepare for the Navy’s transition to the D5 Life Extension missile," said Tory Bruno, vice president and general manager of Strategic Missile Programs, Lockheed Martin Space Systems Company.
First deployed in 1990 and scheduled for operational deployment until 2042, the Trident II D5 is aboard Trident II-configured Ohio-class submarines. The three-stage, solid-propellant, inertial-guided ballistic missile has a nominal range of 4,000 nautical miles and carries multiple independently targeted reentry vehicles.

Israeli DM Considers C-RAM
The Israeli Defense Ministry holds high-level talks with the Pentagon on purchasing the Phalanx B, or C-RAM, a rapid-fire cannon to protect strategic installations against Palestinian projectiles. It should be noted that the C-RAM (manufactured by Raytheon) is fully operational and available for immediate deployment.
The C-RAM is a radar-controlled gun adapted from a US Navy original, which can fire 4,500 rounds a minute and destroy incoming mortar bombs before impact. According to Jane's Defense Weekly, the Land-based Phalanx Weapon System (LPWS) "is a reconfigured variant of the widely sold Phalanx 20 mm shipborne close-in weapon system [that] combines a 20 mm M61A1 Gatling gun with a Ku-band search-and-track radar featuring closed loop spotting."
Sean Osborne, Associate Director of NEIN Military Affairs & NEIN Blog: "The C-RAM is deployed at US FOBs (Forward Operating Bases) all over Iraq - not just in the so-called Green Zone. C-RAMs success rate in shooting mortar rounds and other incoming indirect ordnance out of the sky is better than 85% according to data I've received from those who've installed these systems in Iraq. C-RAM counter-fires which miss the incoming target do not simply fall to ground - each 20mm round is fused to self-destruct if contact is not made with the target.
The IDF Research & Development Directorate (MAFAT) refusal to acquire and deploy the C-RAM system in defense of Sderot or other Israeli towns is several echelons below unfortunate, and appears to be couched in political considerations which have nothing to do with the suffering of the citizens of Sderot. The non-acquisition is sending a message of abandonment to the women and children of Sderot who are under severe traumatic stress and psychological pressures not unlike that of soldiers in combat."
Uzi Rubin: "This is a very effective system for protecting strategic installations...It covers a radius of up to a kilometer and would be ideal for protecting key installations like power plants and IDF bases."
IDF Chief Intelligence Officer Brig.-Gen. Yuval Halamish: "This [Palestinian rockets] is a close-to-home threat that has an impact on the home front as well as the national morale...Our ability to deal with this threat is difficult until being almost impossible in certain places."

Rocket Strikes Near School
- Palestinian terrorists fire three rockets at the western Negev. One impacts near the grounds of an elementary school, causing one child to suffer from shock.
- Palestinians fire four mortar shells that impact south of the Kissufim border crossing.
- IDF forces operating east of the Maghazi refugee camp kill four terrorists (Islamic Jihad & Hamas).
IDF Spokesperson's Office:
"Since the night, Golani Infantry Brigade forces, Armored Corps soldiers of the 'Barak' battalion and Combat Engineering forces have been operating in coordination with the Air Force in operations targeting the terror infrastructure in the central gaza strip. During the operations, an anti-tank missile was fired at IDF forces. An IDF soldier was critically wounded as a result of the missile fire and was evacuated to the 'soroka' hospital in Beersheba for medical treatment
During the operation, soldiers identified armed gunmen nearby in a number of incidents. The forces returned fire from the ground and from the air in their direction, and seven armed gunmen were killed.
Throughout the week the IDF performed a number of strikes targeting armed gunmen. In the first incident, IAF helicopters fired at two operatives of the Islamic Jihad terror organization in the Gaza Strip. The vehicle transporting the two operatives was hit. They were Majed Harzin, among the leaders of the Islamic Jihad in the Strip, and commander of a number of terror cells responsible for firing Qassam rockets towards Israel, and Jihad Dahar, another operative of the same organization. Later, the IDF engaged four additional Islamic Jihad operatives in Gaza City, among them was Kargim Dahduh, a senior member of the organization.
Additionally, on Tuesday, the IDF engaged a squad of terrorists belonging to the Islamic jihad in Jebalya in the northern Gaza Strip, launching rockets. Four terrorists were hit. In reaction, six mortar shells were fired at the Israeli [community] of Kerem Shalom, two projectile impacts were identified."

"Yesterday, a Patriot missile launching experiment was conducted in
cooperation with RAFAEL company in the south of the country. It is the
first launching of the missile conducted in recent period.
The experiment is part of series of improvements conducted in the missile's
operational system towards a new radar system that allows a wider cover and
detection ranges.
In the experiment, that was declared as success, a missile was launched at a
target [that] imitated an airplane flying in an operational mission.
[At] the end of the experiment, the commander of the Anti Aircraft forces was
quoted: 'The success of the experiment will allow inserting into use the
new system that improves our abilities against the relevant threats.'"

Raytheon Company has launched the first wide-area, long-range sensor that provides an unblinking
360-degree view of target areas.
The Eagle-300 sensor, which Raytheon is manufacturing for SkyWatch LLC,
enhances Raytheon's global border security and critical infrastructure
protection capabilities.
"The Eagle-300 supports Raytheon's persistent surveillance strategy that
emphasizes the ability of collection systems to linger on demand in an area
and detect, locate, and track a target," said Gene Blackwell, Raytheon vice
president of the company's Rapid Initiatives Group. "It also facilitates
predictive techniques that enable forces to stop an attack before it starts.
As part of a network operational center, it uses forensic techniques that
enable forces to rewind an event, similar to a digital video recorder, and
assist in an investigation."
The Rapid Initiatives Group is a Raytheon Network Centric Systems team that
specializes in taking customer projects from concept to reality in a fraction
of the normal procurement times. The RIG, in conjunction with Raytheon Vision
Systems, integrated and tested the Eagle-300, so that it was ready for use in
less than eight months.
"Sensors on the market currently provide a narrowly focused viewpoint so a
single sensor would have to rotate 360 degrees to provide full coverage,
which would not be continuous," said Harry "Skipper" Darlington, IV, SkyWatch
chairman and CEO. "With the Eagle-300, you have the full 360-degree view
continuously. That helps our customers accelerate their capability to detect,
classify and respond to threats."
The sensor can be produced in 90-degree, 180-degree, 270-degree or 360-degree
increments. Eagle-300 is composed of commercial off-the-shelf products and can
be integrated to augment existing systems as part of a higher level
operational architecture, or used as a stand alone sensor.

Iran expects that its first (1,000 megawatt) nuclear power plant will produce electricity at full capacity approximately a year after passing a "critical stage" with the delivery of fuel from Russia.
Mohammad Saeedi, deputy head of Iran's Atomic Energy organization: "We have passed a key and critical stage now...We could see the start-up in a two or three months' time. We wait for the final agreement which is due within a month from now...The reactor, turbine, generators and pumps have been tested. The remaining five percent includes a series of secondary equipment...like ventilation systems or some cables. There is no barrier in the way of operations in Bushehr."

6 Soldiers Suffer From Shock
A projectile fired from the Gaza Strip impacts near an IDF position near Kibbutz Zikim, causing 6 female IDF soldiers to suffer from shock. Islamic Jihad claims responsibility for the attack.
The IDF declares a state of alert at nearby army bases. According to army officials, the Zikim base now provides soldiers with helmets and bullet-proof vests. In addition, hollow concrete blocs across the base are used as shelters during attacks.

IDF Continues Gaza Ops
- The IAF targets four Islamic Jihad operatives in the Jabalya refugee camp (northern Gaza Strip).

- The IDF notes that the Khan Yhounis strike was in response to a number of mortars and rockets fired at southern Israel.

"Yesterday, the IAF launched an air strike at Islamic Jihad operatives. Head

Article 15 of the Hamas Charter: The day that enemies usurp part of Moslem land, Jihad becomes the individual duty of every Moslem. The IAF fires a missile at a vehicle in Gaza City laden with explosives, killing senior Islamic Jihad commander Majed Harazin. According to Israeli defense officials, Harazin was in charge of determining the timing and targets for rocket firing squads.
A second IDF strike kills four additional Islamic Jihad terrorists, including Karim Dakhduh, a chief rocket maker, in southern Gaza City.

IDF Medical Advances
The Medical Corps and the Technion Institute in Haifa are currently working to develop an oxygen generator that in coming years will replace the gas balloon catheters currently in use. The oxygen generators will isolate the oxygen in the air and will be able to treat soldiers injured in the field from chemical substances.
"The gas balloon catheter currently used only contains 20 minutes worth of oxygen, and the process of refilling the balloon is both long and cumbersome," explained the head of the Development and Medical Engineering Branch in the Medical Corps, Lieutenant Colonel Yakov Shalom. "The model we are creating will be both mobile and light-weight. It will also provide unlimited oxygen for the injured."
Battalion aid stations are now receiving satchels of medical equipment capable of containing three days worth of medical treatment which are tailored for travel by foot for an extended period of time. The satchels also have more storage space which is needed for medications, tools and any other treatment apparatus that the battalion aid station’s doctor may need.
"During the past war, we realized that the satchels we had were only suitable for vehicle transport and were unable to transported by foot," explained Lieutenant Colonel Shalom.
In addition, defibrillators needed for those suffering from heart problems, will soon begin to be used on bases that are far from hospitals. The soldiers who will be in control of the defibrillators will receive full training for the use of the device in the absence of a doctor’s order.
Soon, hundreds of Merkava-based APCs - also known as the Namer - will be converted into evacuation vehicles to be used by ground forces in the coming year. These vehicles will be capable of carrying a large team of combat soldiers and of performing quick maneuvers comparable to the Merkava MK 4. They will also be safer than other evacuation vehicles currently in operation. 800 vehicles are slated to be rebuilt as evacuation vehicles resulting in faster and safer evacuations of the injured from the field.
"The Namer APCs are safer than other vehicle of this kind," said the Colonel Ofer Wolf, Commander of the Maintenance and Repair Center, which is responsible for the development of the Namer. "The vehicle will greatly improve the safety of both the team and those who are injured. If they had been in use during the last war, I have no doubt many lives would be saved."
During the Second Lebanon War, most injured soldiers were evacuated from the battlefield by the Zeev APCs and tanks.

Hamas: Jihad "Rich Tradition"
"Since 1989, Hamas has been carrying out armed resistance activities against the occupation, mainly through the military branch named Ezzedeen Al-Qassam Brigades. In the first few years, Hamas targeted occupation soldiers, settlers, and intelligence officers only. However, the occupation countered that with killing more civilians, culminating with the Ibrahimi Mosque massacre in 1994. On that tragic day, the occupation army killed more Palestinians that the murderer Baruch Goldstein.
And so, Hamas was forced to take the 'eye for an eye' approach. The movement stated many times that both sides of the conflict should refrain from targeting civilians. However, the Israeli occupation thought itself above accountability and continued to kill innocent Palestinians. The Palestinian resistance replies were a fraction of the punishment due for the occupation's crimes.
The chain of Jihad goes back centuries into a rich tradition. And it extends generations in the future till the fulfillment of the legitimate rights of the Palestinian people. Nothing can erase these rights; and no one is entitled to concede them. And so the future holds more sacrifice and suffering, culminated by freedom and victory, for the Palestinian people."

Islamic Jihad Commander Arrested
IDF forces arrest Abed al-Ruhmani Bargish, the commander of Islamic Jihad's al-Quds Brigades in Jenin. According to reports, IDF soldiers encircled the building, sparking a gunfight between troops and local terrorists.
IDF forces also arrest nine Palestinians near Jenin for hurling stones at the security fence. Seventeen additional suspects are arrested across the West Bank.

IDF Security Summary
In the past week, IDF forces operated in the Gaza Strip in order to distance
terrorist organizations-particularly Hamas-from the security fence, and to
operate against Qassam rocket and mortar shell fire into Israel. Twenty
gunmen were hit, ten of whom were killed.
Today, an Israeli woman was lightly-moderately wounded when a Qassam rocket
fell near a synagogue and directly hit a house in Sderot.
This weeks' activity included IDF forces from the Infantry Corps, the
Armored Corps and the Combat Engineering Unit, with the assistance of the
Air Force. In a number of different incidents IDF forces succeeded in
thwarting attempts by terrorists to carry out attacks in the Israeli home
front and against IDF soldiers. In one incident, an IDF tank was hit by an
anti-tank rocket that caused light injuries to four soldiers. The forces
responded with fire towards the squad of gunmen that fired the anti-tank
rocket and identified hitting three of them. In other clashes, Palestinians
opened fire at IDF forces operating in the Gaza Strip, as well as at IDF
forces patrolling along the security fence between Israel and Gaza.
On Wednesday, IDF forces discovered and destroyed three Qassam rocket
launchers.
In the past week, Palestinians fired over 20 mortar shells and approximately
30 Qassam rockets at the communities of the western Negev and at IDF forces,
most of which fell inside Israel.

"The assasination of Lebanese Brig Gen. Francois al-Hajj in the Lebanese Christian town of Baabdeh is clearly the work of Iran/Hizballah/Syria. This is the expected Islamofascist reaction to all attempts to democratize Lebanon and rescue the nation from Iranian/terrorist control.
At the same time we have HAMAS launching a large barrage of missiles (Qassam) and mortars into Sderot, Israel.

No Extensive Gaza Op?
Palestinian terrorists fire a barrage of 15 rockets at the Sderot sector. Five people are lightly wounded by the rockets, including a girl who suffers shrapnel wounds. Palestinian Islamic Jihad claims responsibility for firing 11 of the projectiles.
However, the Israeli security cabinet announces that it will recommend against launching a wide-scale operation in Gaza. It should be noted that the IDF has conducted no less than 115 operations in the Strip since the beginning of 2007. Nevertheless, approximately 970 rockets and 1,200 mortar shells were fired from Gaza towards Israel since the beginning of the year.

Raytheon Company hosted a mission readiness experiment involving federal,
state and local agencies looking for ways to improve the procedures,
protocols, interfaces and systems employed for responding to very serious
incidents.
The experiment was conducted in an exercise environment that allowed
responders and players to see how their roles, interactions and decisions
would play out in responding to a major event.
First responder agencies participated in a 4-hour Advanced Incident Command
Experiment reacting to a notional tanker truck spill on Interstate 95 within
the city limits of Providence, R.I., that had serious safety, medical,
health, traffic, and environmental consequences. The experiment took place in
high-tech modeling and simulation facilities at Raytheon Integrated Defense
Systems' (IDS) Headquarters Mission Center, Tewksbury, Mass.
"Coordinating a response to a complex civil emergency with many players, each
with distinct capabilities, procedures, communications systems, and management
chains, is very similar to the challenges faced in managing military and
security operations," said Lee Silvestre, who leads Raytheon IDS' Mission

Tactical unmanned aerial vehicle (TUAV) start-up Bluebird Aero Systems Ltd. raises $7 million in its second financing round (from investor Athlone Global Security Ltd).It should be noted that the IDF deployed Bluebird UAVs during the Second Lebanon War and is currently utilizing Bluebird UAVs for military operations in the Gaza Strip.
Bluebird's current products include a 1-kilogram micro-UAV, capable of being launched within minutes from any location without infrastructure.

Raytheon Awarded $5.3 Million NATO Contract
Raytheon Company has been awarded a $5.3 million contract by NATO Maintenance and Supply Agency
to provide tower-based, elevated persistent surveillance capability for
protection of NATO forces in Afghanistan.
The Enhanced Surveillance Systems has similarities to Rapid Aerostat Initial
Deployment (RAID) systems currently deployed by the U.S. Army in Iraq and
Afghanistan. In addition to providing the enhanced surveillance systems
equipment, Raytheon will also provide all logistics support services required
to keep the systems operational.
"This award demonstrates the recognized value of Raytheon's persistent
surveillance systems to defense forces worldwide," said Pete Franklin, vice
president, National and Theater Security Programs, for Raytheon Integrated
Defense Systems (IDS). "Raytheon is proud to have been selected by NATO to
provide this critical capability, and we are committed to rapidly delivering
these life saving systems to our coalition forces."
Raytheon first developed RAID to meet the military's critical need for
persistent surveillance in Operation Enduring Freedom and Operation Iraqi
Freedom. RAID consists of infrared and other sensor systems, elevated on a
stationary platform, capable of detecting hostile troop and equipment
movement at great distances. This capability enables U.S. and coalition
forces to respond rapidly to threats.

IDF Operates in Gaza
- Eight Palestinian terrorists are killed and four IDF soldiers are lightly wounded during operations in the Gaza Strip.
- 10 IDF tanks and armored vehicles enter southern Gaza. Palestinian terrorists fire RPGs and mortars at the advancing forces.
- IAF planes providing cover kill three terrorists, including one PFLP member. Another three terrorists are killed by an IDF tank shell.
- Four IDF soldiers are lightly wounded after their vehicle was hit by an anti-tank missile."
- Palestinian terrorists in Khan Yhunis are spotted carrying land mines.
Hamas Statement on Operation:
"Al Qassam Brigades fired three RPG missiles at the Zionist tanks east of Khanyounis and Rafah. Also the Brigades fired 10 mortars at the Zionist tanks and infantry forces. In 8:45, the Brigades fired RPG missile at a Zionist tank in Murag cross. In 9:17, the Brigades opened fired from heavy machine guns at a Zionist jeep in the invasion area. In 09:40, Al Qassam Brigades fired three mortars at the Zionist tanks in the invasion area. From other side, the Zionist sources reported that four Zionist soldiers were injured and they were taken to Bier Al Saba'a. Al Qassam Brigades claimed responsibilty for the operation.
In the north of Gaza strip, there were another incursion but it is limited. Al Qassam Brigades confirmed they detonated an explosive device in a Zionist special forces east of the town of Beit Hanoun. Al Nasser Brigades and the National Resistance committee fired 7 rockets at Sedrot settlement morning. They confirmed in a joint statement that they insisted on the resistance option to liberate our lands."
IDF Spokesperson's Office
During the past 24 hours, IDF forces, with the assistance of the Air Force
and in coordination with the ISA, have been operating against terrorist
infrastructure in the southern and northern Gaza Strip. The forces operated
in order to distance the terrorist organizations-particularly Hamas-from the
security fence and in order to prevent Qassam rocket and mortar shell fire
into Israel. During the activity, the IDF identified hitting approximately
10 gunmen.
During the activity in the northern Gaza Strip that began last night, the
IDF carried out two aerial attacks against armed gunmen that approached the
forces. The IDF identified hitting four armed gunmen, two of whom were
killed. During the operation, IDF forces discovered and destroyed three
Qassam rocket launchers.
At the same time, the IDF undertook an operation against terror
infrastructure in the southern Gaza Strip. In a number of separate
incidents, IDF forces were confronted by armed gunmen in which exchanges of
fire ensued and gunmen fired anti-tank rockets at the forces. The IDF
responded with ground and aerial fire at the gunmen who shot towards them.
In one of the instances, an IDF tank was hit by an anti-tank rocket that
caused light injuries to four of the soldiers. The forces responded with
fire towards the squad of gunmen that fired the anti-tank rocket and
identified hitting three of the gunmen.
Terrorist organizations in Gaza and Hamas in particular, have continuously
been attempting to execute attacks against IDF forces and Israeli civilians,
especially at the vicinity of the security fence that borders Israel. The
IDF will continue to operate in order to distance the terrorist
organizations from the fence and in order to defend the citizens of Israel.

"Chairman of the United States Joint Chiefs of Staff, Admiral Michael Mullen, is expected to arrive in Israel this evening as a guest of the Chief of Staff, Lieutenant General Gabi Ashkenazi. During the visit the Chief of Staff will hold an official meeting with his guest, present intelligence briefings and building of forces, and discuss the strategic challenges facing the region. Admiral Mullen is also expected to visit with Defense Minster Ehud Barak.
The Chief of Staff, Lieutenant General Gabi Ashkenazi and Admiral Mullen last met during the Conference of NATO-Allied Chief of Staffs in Brussels. This upcoming meeting is part of the general push to create greater cooperation between the two armies’ and greater strategic cooperation between the two countries.
Admiral Mullen was appointed as the 17th Chairman of the Joints Chiefs of Staff two months ago. His other assignments included being the Chief of Naval Operations, Vice Chief of Naval Operations, Commander of the Allied Joint Force Command Naples and US Naval Forces Europe. $10 Billion Gulf Arms Sale
The Pentagon notifies Congress of possible arms sales to Saudi Arabia and the Gulf States worth more than 10 billion dollars. According to the Defense Security Cooperation Agency (DCSA), the sale could include:
- A Patriot Advanced Capability-3 (PAC-3) missile defense system (UAE).
- The system is comprised of 9 Patriot fire units, phased array radars, engagement control stations, launch stations and other equipment.
- 288 PAC-3 missiles and 215 Guidance Enhanced missiles would also be included.
- The DCSA also announces a proposal to sell the UAE three refurbished and upgraded E2-C Airborne Early Warning Aircraft for $437 million.
- A proposed sale to Kuwait is for 80 PAC-3 missiles, kits to upgrade 60 PAC-2 missiles, and upgrades of Patriot ground support equipment.
- Saudi Arabia proposes the purchase of upgraded equipment for five AWACS early warning aircraft (worth up to $400 million dollars), and upgrading targeting pods for its F-15 aircraft ($220 million dollars).

Hamas Qassam Upgrade?
Senior Israeli defense officials warn that Hamas is now able to store Qassam rockets for a relatively long period, allowing the group to simultaneously launch a large number of projectiles.
This improvement is reportedly linked to the influx of a number of terrorists into Gaza (via the Rafah Crossing). The terrorists, members of various Islamic groups, trained with Hizballah and Iranian Revolutionary Guards in Lebanon and Iran.
Note: Deputy Defense Minister Matan Vilnai meets with mayors and regional council heads from Ashkelon, Sderot, Netivot and communities bordering on the Gaza Strip, advising them to prepare their communities for an escalation in the area.

Sean Osborne (NEIN Blog): "I began the core of military career as an Operations Watch Supervisor (OWS) at Naval Security Group Activity (NSGA), Naples, Italy. I was also assigned to represent the command at Fleet Ocean Surveillance & Intelligence Facility (FOSIF) in Rota, Spain. My ELINT-based intel reports would be used to task 6th Fleet airborne, surface and subsurface assets to respond to Soviet naval activity in the Med. Drawing upon this background here's the bare bones of what I think of this Russian deployment.
The Admiral Kuznetsov (a conventionally-powered fixed and rotary wing aircraft carrier) CVBG deployment to the Med was originally scheduled to occur 7 years ago. The pathetically sad state of the Russian Navy pre-empted that deployment. Now the Kuznetsov will transit EASTLANT from Norfleet to the Strait of Gibraltar. Besides CV Kuznetsov I would anticipate the three other surface combatants will be:
One (1) Kirov/Slava-class anti-submarine warfare (ASW) cruiser
Two (2) Udaloy-class ASW destroyers.
Seven other ships may include as many as two escort missile subs and tankers.
No mention of an ELINT ship as part of this squadrons underway support force (they are sailing blind).
This is the bulk of the deployable, allegedly combat-ready Russian Navy in the western hemisphere. I assess its combat power projection is insignificant when compared to that of the US or NATO. A navigational nuisance more than anything else."

IDF Company Refuses Orders
IDF Reservist Company (C, 162nd Division) of the army's Central Command (PAKMAZ) refuses orders to participate in a division-wide drill due to a severe lack of equipment and alleged mistreatment by officers.
"We were very upset about they way we were treated and very frustrated by severe logistic deficiencies, but we didn't actively refuse an order."
Company Commander, Lieutenant-Colonel Shmulik: "I explained to them [the soldiers]...I was in the middle of preparations for a division-wide drill and I promised to sit down with them as soon as we get back."
An IDF source: "This incident shows that the military reserve units are still plagued by an array of logistical problems...This event must be investigated thoroughly, but nevertheless – the IDF sees this incident as grave and irresponsible behavior on the soldiers' part...Such actions by reserve soldiers are unacceptable."

UAV Refuels in Mid-Air
Can an unmanned air vehicle be made smart enough to autonomously rendezvous with a tanker aircraft and refuel? Based on recently concluded flight tests by the U.S. Air Force Research Laboratory and Boeing, it can.
"By adding an automated aerial refueling capability to UAVs, we can significantly increase their combat radius and mission times while reducing their forward staging needs and response times," said David Riley, Boeing Phantom Works program manager for the Automated Aerial Refueling (AAR) program.
The goal of the government-industry AAR program is to develop and demonstrate systems that will enable UAVs to safely approach and maneuver around tanker aircraft so they can successfully perform boom and receptacle refueling operations. The systems -- including a flight control computer and control laws developed by Boeing Phantom Works -- are demonstrated using a Calspan Learjet specially equipped to fly autonomously as a UAV.
During a recent flight test, the AAR system autonomously guided the Learjet "UAV" up to a Boeing KC-135R tanker and successfully maneuvered it among seven air refueling positions behind the tanker -- contact, pre-contact, left and right inboard observation, left and right outboard observation, and break away. The system controlled the Learjet for more than 1 hour and 40 minutes and held the aircraft in the critical contact position for 20 minutes.
While a pilot flies the Learjet to and from the vicinity of the tanker and stands by to take over if necessary, he does not otherwise control the aircraft during the refueling maneuvering portion of the experiment.
"These tests show that we are making great advancements in system integrity, continuity and availability through improved relative navigation algorithms, control laws and hardware," Riley said. "They also show we are making great strides toward transitioning AAR technology into production."
Plans call for a follow-on Phase II program that will include autonomous multi-ship operations and delivery of fuel to the surrogate UAV.

Russia Deploys Naval Force
Russia dispatches an 11-ship aircraft carrier group to the Mediterranean Sea. According to Russian Defense Minister Anatoly Serdyukov, the maneuvers are part of an effort to resume regular Russian naval patrols around the world. The Mediterranean fleet includes one aircraft carrier, two anti-submarine ships and a guided missile cruiser.
Serdyukov: "The expedition is aimed at ensuring a naval presence and establishing conditions for secure Russian navigation."
It should be noted that Moscow currently maintains a technical base at the Syrian port of Tartus to serve its military vessels.

Iranian President Mahmoud Ahmadinejad notes that the recent report issued by the US National Intelligence Estimates (NIE) proves the "legitimacy of Iran and is a victory for the Iranian nation."
According to Ahmadinejad, "Today is the day of victory for the Iranian nation and thank God all plots hatched by the enemies of Iran have been failed...The pride of the enemies will never let them confess to their mistakes...They should be well-aware that the Iranian nation has chosen its path and will never give up even one iota and is to continue it under the wise guidance of its Supreme Leader Ayatollah Ali Khamenei and through vigilance, unity and resistance."

Khaled Al-Firm, an IT specialist, calls for the establishment of an international media forum to combat radicalism and terror. Al-Firm quotes (Saudi) Prince Abdul Aziz as saying that there were 17,000 websites on the Internet that encourage Al-Qaeda ideology, with an annual increase of 9,000 websites per year that seek to find new recruits by brainwashing people.

Rafael in $25 Million Deal
Rafael Advanced Defense Systems Ltd. will provide the German Air Force with Litening navigation and targeting pods for its Tornado and Eurofighters. The $25M deal is a follow-up to the German's previous order for a similar amount.
The Litening is one of the most advanced navigation and targeting pods available today. The pod is equipped with day and night sights and multiple sensor array that enables high confidence target selection, identification, precise strike and damage assessment. Litening enables fighter air crews to carry out a wide range of missions, including: detection / recognition /identification and laser designation of air-to-ground and maritime targets.
Haim Jacobovitz, Head of the Electro-Optics Directorate in Rafael says that the fact that the German Air Force has decided to procure additional Litening pods confirms the advanced capabilities and performance of the system. Jacobovitz adds that the Litening, together with Rafael's RecceLite tactical reconnaissance pod creates a powerful electro-optic solution for Air Forces worldwide.
Hundreds of Litening pods are operational in many air forces around the world; among them, the Israeli Air Force on its F-16Is and F-16Cs, and in the American, Australian, Dutch and Hungarian Air Forces.
The US Congress recently approved the procurement of additional Litening pods in the amount of about $39M.

Successful NCADE Test
Raytheon Company has
successfully flight tested a key component of the Network Centric Airborne
Defense Element missile defense system with the intercept of a test ballistic
missile. The Dec. 3 test at White Sands Missile Range, N.M., demonstrated the
NCADE infrared seeker's ability to acquire and track a ballistic missile
target in the boost phase.
NCADE is an air-launched weapon system designed to engage short- and
medium-range ballistic missiles in the boost and ascent phase of flight.
NCADE provides an interim or near-term solution to boost or ascent phase
threats.
"This test provides clear evidence that the NCADE seeker is a viable solution
against a boosting ballistic missile threat," said Mike Booen, Raytheon
Missile Systems vice president of Advanced Missile Defense. "NCADE fills a
critical niche in the Ballistic Missile Defense system and provides a
revolutionary, low-cost approach to interceptor development and acquisition."

Chinese Missiles in Saudi Arabia
Saudi Arabian newspaper Okaz reports that suspected Al Qaeda terrorists were allegedly able to smuggle eight Chinese-made missiles into the Kingdom before being apprehended. According to unamed officials, the terrorists planned on using the missiles to target hotels and other buildings.

Armor Delivery Halted
PA sources note that Israel has halted a planned delivery of armored military vehicles to Palestinian security forces in the West Bank. Israeli security officials reportedly want the vehicles delivered to the West Bank city of Jericho without machine guns. Palestinian security sources also note that Israel has agreed to permit 750 members of the National Security Forces to leave the West Bank for a four-month training
course in Jordan.

Elbit in $60 Million US Navy Deal
Elbit Systems Ltd. announces that its subsidiary, Cyclone Aviation Products Ltd. is awarded a contract to supply the US Navy 330 gallon F-18 fuel tanks. The first phase of the contract amounts to $2.4 million, with the total value estimated at approximately $60 million.
Elbit Systems co-general manager of airborne and helmet systems Yoram Shmuely: "The US Navy's decision to select Cyclone's fuel tanks for the first time, via tender, reflects the trust and recognition we have established among leading customers worldwide."

Fatah Terrorists Arrested
"The terrorists responsible for the murder of Ido Zoldon were recently apprehended during a joint IDF and ISA force operation. The attack occurred two weeks ago in the village of Funduk close to Nablus. Immediately following the terrorist attack, IDF and ISA forces began investigating residents of the town suspected of being involved in the murder.
The terrorists apprehended in the murder were Jafar Braham, a Fatah terrorist operative, and a member of the Ramallah PA police and Abraham Braham a member of the PA National Security Force. Both were residents of nearby Qudum. During ISA investigations the two admitted to committing the murder and even disclosed the weapon used in the shooting. They said that on the night of the murder they waited on the side of the road for an Israeli vehicle to pass. Upon identifying Zoldan as an Israeli, they followed his vehicle and opened fire as they drove by.
A third suspect in the murder was identified as Fadi Jama’a, a member PA National Security Force. He was apprehended by PA police."
