Negotiations?
Sir Hugh Orde, head of the Police Service of Northern Ireland, tells the Guardian that Britain should negotiate with leaders of Al-Qaeda as part of a new strategy to end its violent campaign. THAAD Activated
The U.S. Army activates the first battery of the Terminal High Altitude Area Defense (THAAD) Weapon System, developed by the U.S. Missile Defense Agency and produced by Lockheed Martin, in a ceremony at Fort Bliss, TX.
Alpha Battery/4th Air Defense Artillery Regiment, 11th Air Defense Artillery Brigade, 32nd Army Air & Missile Defense Command will receive 24 THAAD interceptors, three THAAD launchers, a THAAD Fire Control and a THAAD radar as part of the initial fielding. In addition, the battery will have logistics support assets, such as the Battery Support Center and Integrated Contractor Support System, as well as the necessary spares for a fielded unit.
The A4 Battery is receiving the THAAD Weapon System now to allow the unit to prepare for full-system fielding beginning in 2009. Unit training on the THAAD equipment is already underway. The first New Equipment Training Classes began in April, and the battery is well on its way to creating an operational unit.
THAAD is designed to defend U.S. troops, allied forces, population centers and critical infrastructure against short- to intermediate range ballistic missiles. THAAD comprises a fire control and communications system, interceptors, launchers and a radar. The THAAD interceptor uses hit-to-kill technology to destroy targets, and THAAD is the only weapon system that engages threat ballistic missiles at both endo- and exo-atmospheric altitudes.

IDF Response to Amnesty Intl
The IDF does its utmost to minimize harm to uninvolved Palestinian civilians
in its struggle against terrorism. Yet terrorist organizations such as Hamas
operate from population centers, deliberately exploiting women and children
as human shields and as such bear direct responsibility for the harm caused
to civilians on both sides.
It is important to emphasize that in recent years there has been a
significant decrease in the number of uninvolved civilians hurt in warfare
zones due to the relentless efforts taken by the IDF.
The IDF has been regular security assessments examining the location of
crossings and checkpoints in Judea and Samaria, in addition to an extensive
easing of restrictions plan that has been implemented by the IDF and the
Civil Administration that includes:
- Removing dozens of checkpoints and opening junctions for Palestinian
movement.
- Increasing the number of permits into Israel for NGO workers.
- Increasing the number of permits for farmers and public transport crossing
from Judea and Samaria into the Jordan Valley.

$2.5 Million to PA (FATAH)
Palestinian Prime Minister Salam Fayyad (FATAH), US Consul General Jake Walles, and the director of the US Agency for International Development visit the West Bank city of Jenin. The officials announce $2.5 million in funding for projects in the Jenin sector. The aid will be granted in the form of direct assistance to the Palestinian Authority.
WeaponSurvey Analysis: Fatah, a "secular" movement, was previously aligned with the Soviet Union during the Cold War. Recognizing the new geo-political reality, Fatah allied itself with the US. In an effort to gain legitimacy, the terrorist group engages in sporadic (tactical) negotiations with Israel, winning extensive financial backing from the US and EU.
Issues Currently Plaguing Fatah:
- Corruption.
- Lack of public support.
- Perceived as elitist.
- Imposing new personalities and a foreign system onto a resentful indigenous population.
- Lacking collective, coherent strategy and ideology.
- Tepid promises of a better future.
Hamas, established in 1987 in the Gaza Strip, defines the elimination of Israel and the establishment of an Islamic Palestinian state as its primary objective. Modeled after the Muslim Brotherhood, the terrorist organization places an emphasis on supporting mosques, kindergartens, clinics and educational institutions. Hamas appeals to a number of Palestinians because it:
- Offers the glory of martyrdom (privilege of dying as a Shaheed).
- Promises to restore Islamic dignity via the Caliphate (dismantled by the Turks).
- Proudly promotes unrealistic nationalist fantasies, including the right of return and the restoration of all Palestine.
- Provides a structured way of life, governed by religion and participation as part of a greater Muslim whole (Umma).
- Successfully promotes the image of an indigenous movement in-sync with the (Palestinian) Islamic street.
- Has successfully overcome difficult geo-political conditions.

Palestinian Authority Minister of Social Affairs.
During the meeting, which was held at the Palestinian Authority offices in
Ramallah, the parties discussed the activity of the Palestinian Security
Forces in the area of Jenin and northern Samaria. The Palestinians expressed
their appreciation at the assistance received from the Israelis which
contributed to the success of the Financial Conference in Bethlehem during
the weekend.
In addition, during the meeting, the Israeli side presented the easing of
restrictions recently implemented by the IDF, as part of the policy of the
Ministry of Defense. The Palestinians expressed satisfaction in light of the
steps taken and requested to continue and strengthen the Palestinian
Security Forces and Authority.

sides agreed on holding additional meetings like this in the future."

OmniGuide Raises 25 Million
OmniGuide, Inc., the developer of the first and
only flexible CO2 laser scalpel enabling new procedures in minimally invasive surgery,
announces the closing of a $25 million series E private equity round.
Surgeons have used CO2 lasers for more than 30 years due to the high-degree of precision
cutting capabilities. However, the lasers were previously limited to "line-of-sight"
procedures with no flexible delivery available. OmniGuide’s BeamPath fiber is based on
breakthrough fiber technology developed at MIT, first published in Nature and
exclusively licensed to OmniGuide.
This technology has enabled OmniGuide to
manufacture the world’s first flexible fibers for CO2 laser surgery. BeamPath fibers

Sino Space Intentions?
China's lack of openness about its space program's intentions concerns U.S. officials.
Army Brig. Gen. Jeffrey C. Horne, deputy commander of the Joint Functional Component Command for Space, told the U.S.-China Economic and Security Review Commission that China has made incredible advances in space, but the United States is uncertain what the Chinese ultimately hope to accomplish.

Erez Crossing Bombed
Palestinian terrorists carry out a bombing attack at the Erez Crossing (northern Gaza Strip). No Israeli casualties are reported, but a number of homes in the Israeli community of Netiv Ha'asara are damaged in the attack. Islamic Jihad and Fatah claim responsibility for the bombing.
Israeli Foreign Ministry:
"A Palestinian bomber from Gaza blew up an explosives-laden truck on the
Palestinian side of the Erez Crossing on the Israel-Gaza Strip border early
Thursday morning. The driver was the only casualty in the attempted attack.
As the truck approached the border, other terrorists fired mortar shells at
the crossing.
The explosion ripped a hole in a pedestrian passageway leading out of the
Erez terminal and into Gaza, which was empty because of the early hour (6:45
am).
Shortly after the explosion, an IAF helicopter fired a missile at a nearby
jeep which was accompanying the exploding truck, killing one of the
terrorists who apparently planned to use the jeep to kidnap soldiers or to

Iranian Trained Terrorist Arrested
Alaa Jihad Ouad Abu Madif, a resident of
Karara located near Khan Yunis in the southern Gaza Strip, was arrested on
15 April during a joint IDF-ISA operation. Iranian-trained Abu Madif, a member
of the Abu Rish faction which splintered from the PLO in the 1990s, was
involved in rocket attacks against Israel and was an intended suicide-bomber
against IDF forces.
Abu Madif participated in a month-long military training course in Iran in
May 2007, after being recruited to the Abu Rish faction a short time
previously.
Abu Rish activists in the Gaza Strip are in constant contact with terror
administrators in Lebanon, and are involved in the current conflict with
Israel. Their main activities include high-trajectory rocket firing and
laying of anti-personnel explosive devices.
Abu Madif was one of a group of activists that left Gaza through the Raffiah
crossing into Egypt, and then flew from Cairo to Damascus and then on to
Iran. In Iran, they were transferred to isolated military encampments in a
mountainous region where they underwent comprehensive military training.
The military training included physical training, navigation, weapons
training (including light and heavy weapons operation, anti-tank weapons,
hand grenades), target practice, assembly and operation of explosive devices
and indoctrination lessons defining Israel and the USA as the sources of
evil. They were also instructed in covert activities, such as discovering
and losing a tail, etc.
Upon his return to Gaza after the Hamas takeover, (September-October 2007)
Abu Madif participated in a series of rocket attacks against Israel, and
agreed on two separate occasions to participate in a suicide bombing attack
against IDF forces at the Kissufim crossing. He was filmed for these
attacks, but they were never carried out.
Abu Madif's interrogation throws light on the deep Iranian involvement in
the encouragement of terror against Israel and in its support, its
financing, and its military training for the activists of the various terror
organizations operating in Gaza against Israel. Syrian aid and assistance in
the transfer of activists to Iran is also emphasized

Scott Fancher, vice president and general manager of Boeing Missile Defense Systems: "[The] first firing of the high-energy laser aboard the ATL aircraft shows that the program continues to make good progress toward giving the warfighter an ultra-precision engagement capability that will dramatically reduce collateral damage...Later this year, we will fire the laser in-flight at ground targets, demonstrating the military utility of this transformational directed energy weapon."
ATL, which Boeing is developing for the U.S. Department of Defense, will destroy, damage or disable targets with little to no collateral damage, supporting missions on the battlefield and in urban operations.

Gaza: Boiling Point?

I do not know if it would be proper to go into details; I do not think that

Suffice to say that we are
convinced that it is absolutely impossible to let the situation in the south

BAE Wireless Tactical Network
BAE Systems will field-test a suite of next-generation wireless tactical network protocols designed to improve communications within and among forward-deployed military units. The Defense Advanced Projects Research Agency (DARPA) selected the company to develop and evaluate new "protocol stacks" - sets of network protocol layers that work together - for military mobile ad-hoc networks, or MANETs.
Under the first phase of the DARPA Control-Based Mobile Ad-Hoc Network program, a BAE Systems-led team developed a new protocol that improves network performance by a factor of five over current practices. The $5 million award for the program's second phase will further develop and field-test these protocols.
In a MANET, each network node operates not only as an end-system, but also as a router capable of forwarding traffic and forming a network free of any fixed infrastructure. Traditional networking approaches have adapted poorly to rapid in-the field network changes, achieving only a fraction of the potential performance. The MANET's flexibility makes it an attractive networking option for tactical operations.

Predator Patrols Increase
A significant unmanned aerial vehicle warfighting milestone was reached more than two years ahead of schedule May 1, with the beginning of the 24th MQ-1 Predator combat air patrol in the global war on terror. This CAP doubles the around-the-clock Predator capability of last year, two years ahead of the Defense Department's goal of 2010 for 21 Predator CAPs.
Predators now supply more than 13,400 hours of full-motion video to ground forces every month while conducting armed overwatch, force protection and precision air-to-surface engagements with the AGM-114 Hellfire missile.
Sustaining one CAP 24 hours a day, seven days a week, 365 days a year typically calls for four aircraft, but for surge operations, the Air Force now maintains 24 continuous CAPs with the total fleet of 76 combat aircraft.
Predator missions are launched by crews at sites in U.S. Central Command's area of responsibility while flown by crews at various locations in the United States. This concept of operations, called remote split operations, allows greater effectiveness in supplying more full-motion video directly to warfighters engaged in combat, officials said. This model of operations nearly triples sustainable combat capability by maximizing the number of available crews and aircraft engaged in combat operations in the global war on terror.

Raziel: Active Defense
David Raziel, Irgun Commander, 1938: "If the goal of the war is to break the will of the enemy - and this cannot be attained without destroying his spirit - clearly we cannot be satisfied with solely defensive operations...Such a method of defense, that allows the enemy to attack at will, to reorganize and attack again...and does not intend to remove the enemy's ability to attack a second time - is called passive defense, and ends in downfall and destruction...
Whoever does not wish to be beaten has no choice but to attack. The fighting side, that does not intend to oppress but to save its liberty and honor, he too has only one way available - the way of attack. Defensiveness by way of offensiveness, in order to deprive the enemy the option of attacking, is called active defense."

The Talon EOD Robot
Talon® Robots are powerful, durable, man portable tracked vehicles that are widely used for applications such as explosive ordnance disposal (EOD), reconnaissance, sensing, communications, security, defence and rescue. Talon has all-weather, day/night capabilities and can be remotely operated in virtually any terrain.
TALON EOD robots have been in continuous, active military service since 2000 when they were successfully used in Bosnia for the safe movement and disposal of live grenades. They were the only American-made robots successfully used at Ground Zero in search and recovery efforts after the September 11 attack on the World Trade Center and the only robots to last through the entire mission without requiring a major repair.
TALON EOD robots were the first military robots taken into Afghanistan during action against the Taliban and Osama bin Laden in February 2002. They initially accompanied the Special Forces on a Classified mission, and are still there now doing EOD work. They were on the ground in Kuwait when coalition forces massed in 2003 and have been in Iraq ever since performing EOD/IED (improvised explosive device) missions.

West Bank Conflict?
Sheikh Saed Siyam, Hamas: "There are many indicators which confirms that the Bank will be the main arena of confrontation with the enemy. The best proof on this theory are some operations that have confused the accounts of the enemy, and this is what makes the Zionist occupation intensify its attacks against the Palestinian resistance in cooperation with Abbas. With all unfortunately, this happens at a time when the occupation builds more settlements in Jerusalem and the occupied West Bank...
The occupation has intensified its attempts to recruit more traitors through the exploitation of the limited incursions in the border areas by arresting large numbers of people, then extortion them to push them to accept working with (Shin Bet). At the same time, the (Shin Bet) is arresting its members who had been recruited earlier to train to do special assignments against the Palestinian resistance..."

From Antigua to Moscow: Part 4
In April 2007, Interpol issued an international arrest warrant for Yair Klein, Melnik Ferri and
Tzedaka Abraham. The three were accused of training Colombian drug cartel militias and
death squads associated with Escobar and Gonzalo Rodriguez Gacha.
Klein was captured by Interpol in Moscow, Russia on August 28, 2007 after attempting to exit
the country with a forged passport. The government of Colombia and its president, Alvaro
Uribe, subsequently requested his extradition to Colombia. In March 2008, a Russian court
agreed to Klein's extradition.
War on Drugs: Legitimate Sales
In August 2007, Colombian Defense Minister Juan Manuel Santos acknowledged that Bogota
had hired a group of former Israeli military officers to advise local defense officials on their
counter-insurgency tactics against FARC guerrillas. The Israeli group reportedly operates
from Tolemaida in Cundinamarca Department (240 km from Bogota), where the Colombian
army and US military personnel run a counter-insurgency training course.
The Israeli team apparently specializes in debriefing former guerrillas. According to Deputy
Defense Minister Sergio Jaramillo, "[The Israelis] are like psychoanalysts; they ask us the
material questions and help us see all the problems we weren't aware of before.”
Israeli involvement in Colombian military affairs can be traced back to 1988, when Jerusalem
agreed to purchase two million tonnes of Colombian coal in exchange for the sale of 14 Kfir
fighters. Israel remains a legitimate top weapons supplier to Colombia, with the bulk of the
armaments being used against FARC and the Ejercito de Liberacion Nacional (National
Liberation Army or ELN.) Weapon platforms sold to Colombia includes drones, surveillance
and communication systems as well as specialized bombs capable of decimating coca fields.

Palestinian Attacks Increase
In the past 24 hours, there were two intensive barrages of Qassam rocket
attacks aimed at Sderot and the western Negev communities. Two rockets
landed in Sderot, hitting a cemetery and damaging headstones while one hit a
supermarket, causing structural damage. There were five shock victims. Today
(Monday), 5.5.08, there were three hits in Sderot, including one that landed
in agricultural lands near Sapir College.
Also today, 75 humanitarian aid trucks carrying vaccines, electric wires,
hygiene and food products, and other materials were transferred to the Gaza
Strip via the Sufa crossing point.
Israel is facilitating the entry of humanitarian aid into the Gaza Strip
while at the same time it is being attacked from that territory. Israel
holds Hamas fully responsible for these attacks and their consequences.

IDF Increases UAV Use
Unmanned aerial vehicle systems are slated for distribution to every IDF battalion as part of the Sky and Earth project of the Ground Forces' Technology Brigade. The UAVs will be supplied to units in order to carry out operational missions and gather intelligence. Four years ago, the system’s basic design was purchased and was developed by the civilian company Elbit Systems Ltd.
"The IDF is already in possession of a number of these systems, and they are already in use as operations call for them," said Head of Missile Department, Lieutenant General Erez Diner. "We have the operational ability, and we worked with the systems also during the war. But, already today, there is a unit that works with combat soldiers and is in possession of the system, allowing it to be put to use in every area where routine security measures are taken."
The new systems, which will be received by the IDF in the upcoming years, is characterized by its various advantages, including the extended missile range and an easy command system. The upgraded system will also have the ability to dispatch a plane while preparing the second plane for take off; when the first plane lands, the second plane will already be in the air.
The Earth and Sky project is administered today by an authorized unit that is responsible for the systems’ telecommunications reception and repairs of the equipment. "In the future, we will have the ability to open cells of the Sky and Earth project which will be allocated to areas or specific units," explained Lt. Col. Diner. "For example, when a brigade of reserve soldiers returns to service in Samaria, a cell from the project will be allocated to the group. They will work together until they finish their reserve service. That way we can do more surveillance of the systems and its performance, and learn how we can improve it even more."

From Antigua to Moscow: Part 3
During a 1989 interview with the New York Times, Yair Klein claimed that he "did not work with
drug dealers...If drug dealers got into the group we worked with, one or two of them, then God
only knows." Nevertheless, in 1991, Klein was convicted and fined US$13,400 (€10,030) by
an Israeli court for selling arms to Colombia's illegal groups. It should be noted that Klein
eventually plead guilty to charges of illegally exporting military arms and information to
Colombian insurgents.
Sierra Leone Arms Smuggling
After his release from prison, Klein traveled to Africa, where he was later suspected of
supplying and training the Sierra Leone rebels of the Revolutionary United Front (RUF) via a
Liberia-based network. Klein was also allegedly involved in training an elite corps of the
Liberian armed forces. In addition, Klein competed for a helicopter contract while seeking
mining rights in the diamond-rich country.
Liberian authorities eventually detained Klein on charges of smuggling arms to RUF rebels.
Klein spent 16 months in a local prison (1999-2000) before his abrupt release.
2001 Colombian Conviction
In 2001, Klein was convicted in absentia by a Colombian court and sentenced to 11 years in
prison for his role in the 1980s training of far-right paramilitary groups responsible for mass
murder and land theft. Klein also was accused of training the private army of
(deceased) druglord Pablo Escobar to execute high-profile killings such as the 1989
assassination of anti-drug crusader presidential candidate Luis Carlos Galan.

From Antigua to Moscow: Part 2
During the 1980's, Yair Klein engaged in negotiations with various officials to establish a
survival academy in Antigua. Although the school never opened, Klein was able to exploit his
contacts to facilitate arms trafficking. Indeed, the academy was slated to train Colombian
cadres as well as Antiguan agents.
One of Klein's newfound contacts was Antigua landowner Maurice Sarfati, who later
connected him with Pinchas Shachar, an IMI representative based in Miami. Investigations
carried out by the U.S. Senate Subcommittee revealed that during a subsequent meeting with
Shachar, Clyde Walker, (at that time Antigua's military Commander in Chief) expressed
interest in the purchase of 400 Galil and 100 Uzi rifles.
According to the U.S. Senate Subcommittee, the "Antigua project had been the outgrowth for
the establishment of a melon farm by Sarfati in Antigua in 1983, financed by the United States
government through a $2 million dollar loan."
Indeed, BCCI had apparently provided the necessary references for Sarfati to obtain a loan.
However, the files related to Sarfati were later declared "missing."
Forged Certificate
On November 9, 1988, Sarfati sent several documents to Shachar, including a letter by Vere
Bird (a Cabinet Minister and the Prime Minister's son) authorizing Sarfati to carry out the
transaction on behalf of the Antiguan government. In addition, Safarti produced an "end - use"
certificate signed by Vere Bird Jr., in which it was stipulated the arms would be utilized by the
army and police.
Although the certificate was later deemed a forgery, the weapons were shipped from Haifa,
Israel, on board the Danish ship Else Thuesen, in March, 1989. The ship arrived in Antigua on
April 22, where the weapons were offloaded to the Panamanian Seapoint. The arms were
then transferred to a private yacht offshore Isla Fuerte (Colombia), and then onto Rodriguez
Gacha in Medelllín.

Qaeda Terrorist Targeted
U.S. Central Command conducts a strike against a known Al-Qaeda target in Somalia. The strike was near Dusa Mareb, north of the Somali capital of Mogadishu.
U.S. officials would not confirm news reports that the strike killed Aden Hashi Ayro, the head of al-Qaida in Somalia, nor the means used in the strike.
"When you have something like this, there is a certain amount of analysis that goes on," said Bryan Whitman, a Pentagon spokesman. "While you are conducting that analysis, you want to be careful not to provide any information that potentially could be of use to the enemy."
Whitman said the strike is an example of U.S. policy in the war on terror.
"We will pursue terrorists worldwide," he said. "The U.S. is committed to identifying, locating, capturing and, if necessary, killing terrorists wherever they operate, train, plan their operations, or seek safe havens."
